4 June New CEA Team Starts King County takes over family and young adult referrals on June 27 th Assessment Training Community-Based Assessments begin by June 27th July CEA Team continuing referrals for families and young adults Additional Assessment Trainings, including Cultural Humility Training RAPs Launch Increased Community-Based Assessments and entered into HMIS August Begin referrals for Single Adults to Permanent Supportive Housing Continued Training and Implement Capacity Building Plan Continue increased Community-Based Assessments September CEA fully launched Evaluation and Analysis of CEA Quarter 1 Data Ongoing RAP Alignment and Support Coordinated Entry for All Timeline

8 A Clear Path to Housing Clear Information about where to access resources FROM Multiple waiting lists and dozens of phone calls TO One list for housing placement FROM Different instructions based on household make-up and current circumstances TO 5 core locations for housing assessments open to everyone with additional assessment locations for those unable to get to these sites. Transparency about how the system works FROM Different experiences based on who you meet or where you access services TO Access to the same resources at every CEA location FROM Inconsistent policies, especially for different household types TO Clear, consistent policies for all aspects of CEA

9 Reduce barriers to housing FROM More than 100 separate criteria for homeless programs just related to evictions and criminal records, causing a disparate impact on communities of color. TO Lowered and standardized criteria for eligibility for programs serving homeless families and individuals, limited to 5 criteria associated with criminal records Provide resources and housing for people with all types of needs FROM Limited options for type of housing or resources depending on where someone is asking for support TO More permanent housing created through new CoC investments and increased flexible resources (i.e. Diversion) for people only needing minimal supports to secure a safe and stable home without needing to enter shelter or other homeless housing. 10 Lowering Barriers to Programs: Complex and unnecessary screening criteria was causing substantial challenges in connecting families to housing through coordinated entry and had a disparate impact on communities of color. “The coordinated entry process does not screen people out for assistance because of perceived barriers to housing or services, including, but not limited to, lack of employment or income, drug or alcohol use, or having a criminal record.
