2 Background IGAD STMP - launched in Dec 2013 - Nairobi, Kenya Framework to guide tourism development in the region Highlights the need for Policy, regulatory & institutional framework Recommends establishment of umbrella Tourism Council as a regional body to govern tourism

3 Objectives and Approach Objective Review best practice approaches in regional governance and make recommendations for establishment of the IGAD Tourism Council Approach Desk research & stakeholder consultations: Identify & review regional organisations governance structures (20 – 50 years old) Analyse best practices Lessons to inform IGAD Tourism Council design

4 Regional Tourism and other Frameworks Reviewed Caribbean Tourism Organization (CTO) under the Association of Caribbean States (ACS) Regional Tourism Organization of Southern Africa (RETOSA) under the Southern Africa Development Cooperation (SADC) Association of South East Asian Nations (ASEAN) European Union (EU) East Africa Community (EAC) African Academy of Sciences (AAS) Inter-University Council of East Africa (IUCEA).

15 Inter-University Council of East Africa (IUCEA) Surviving institutions of the former East African Community which collapsed in 1977 Aim: coordinate inter-university cooperation in East Africa - over 100 universities membership Structure: General Assembly - Governing Board – Secretariat – standing committees

16 Lessons for IGAD Tourism Council Based on the Review Regional Tourism framework – with clear institutional structure and a competent, dedicated and experienced human resource Lean Organisational Structure - minimise costs, improve communication, reduce duplication of efforts and ensure administrative efficiency Support to member states tourism sectors (Planning, capacity building, investment) Active Private sector involvement and participation in policy and decision making processes
