3 INDOT had a total of $70,555,380 in change orders approved in 2010. Of those a total of $2,831,093 for environment causes Of all of the Change Orders in 2010 4.01% were for environment reasons.

4 Common Environmental reasons for Change Orders Underground Storage Tanks Standard Spec 202.08 and 202.09 spell out requirements for removal and closure of the tank.

7 IDEM/INDOT OES Request Total of $124,458.14 in 2010 Change Orders. 4.40% of all environment CO’s 0.18% of all CO’s in 2010 7 contracts total

8 Added Erosion and Sediment Control Total of $185,051 24 contracts Average cost of $7,710 added to each contract.

10 BMP’s Left out of plans 15 contracts had BMP’s included in approved plans but did not make it into the contract set of plans. Change Orders to correct this added $181,477 to 15 contracts.

11 Not counting the 2 largest Change Orders for BMP’s that were not in the plans, the average cost to add into the contract was $5,188

12 Added Wetland Mitigation 2 contracts had wetland mitigation added totaling about 2 AC. Averaged $108,439 Caused by changed criteria on Wetland Definition

13 Asbestos Asbestos found in 8 projects Total cost of $92,927 Standard Specification 202.07, also see 326 IAC Ave cost to mitigate was $11,616

14 Hazardous Bridge Coatings 3 projects in 2010 Cost $212,469 Formula in Standard Specification section 619.18

15 What was found: Most change orders were for work that should or could have been in the original contract.

16 Permits $329,305 resulted from INDOT being notified that we had specific permit requirements that were not followed in the plans or in the special provisions.

17 $2.8 million out of $70.55 million is low percentage overall, about 4.0%.

18 Additional work required by IDEM/INDOT OES inspections amounted to $124,650 on 7 different contracts.

19 Overruns and work added by project personnel amounted to $185,051 on 24 contracts.

20 UST, Asbestos, Hazardous Material found on bridges cost $1,127,262 INDOT obligated to mitigate and Standard Specifications provide means to compensate contractor
