As agreed in Changchun’s meeting, China will provide technical data or justification for small buses to TF7 (Action Item #12) The information we have is about common public buses, according to the record, only one accident was caused by spontaneous combustion (10%), the other were related to illegally carrying inflammables and other human factors. We believe that regulations should only consider the situation which is similar to the vehicle part spontaneous combustion failure, to see if the time for fire spreading into inside the vehicle is enough for passengers to escape or not. Sources of data: one fire research Institute from China Record period: from 2009 to 2014 Accident time: June, 2009, 9:30 am Details of the accident: When smelled a smell of burning and saw the smoke from the front part, the conductor and the driver was aware of a problem with the bus, they stopped the bus quickly and informed the passengers (more than 20 persons) to get off and evacuate in time, so no one was hurt.

Record of one accident related to public bus (Action Item #12 in Changchun’s meeting) Further information: There is no record of the exact time of this accident from driver saw the smoke to all the passengers escaped from the bus. There is little data in this field. We believe that in principle, evacuation time is very important for public buses at fire accident, but how long this period should be, at this moment, we do not have the exact data to support. Korea needs to do more research.
