www.emwd.org 2 Administrative Code Revisions May 8, 2015 approved changes to the administrative code: o Reducing default conservation factor (CF) to 0.5 o Applying landscape requirements to both potable and recycled customers o Temporary changes to CF can be applied to establish or maintain water efficient landscape

www.emwd.org 3 Adopted Statewide Landscape Regulations Building Standards Commission – Adopted May 29 o Maximum allowable budget at 0.55 ET Additional 0.45 for Special Landscape Areas o Smart controllers installed o Meters or submeters for 500 to 1,000 square feet of landscape Impacts projects without approved permits Will be updated if needed with the State Model Water Efficient Landscape Ordinance

www.emwd.org 4 Proposed Statewide Landscape Regulations State Model Water Efficient Landscape Ordinance 2015 o Maximum Allowable Applied Water Allowance at 0.5 ETo residential/0.40 ETo non-residential o Turf only permitted for specific functions and purposes o Dedicated meters required for residential landscape areas over 5,000 square feet and non-residential areas over 1,000 square feet o Pressure regulators required o Limited Turf o Encourages graywater and onsite storm water capture o Separate residential meters over 5,000 SF of landscape Initial Consideration for approval July 15, 2015

www.emwd.org 5 Proposed Riverside County Landscape Regulations Riverside County Landscape Ordinance: o Maximum Allowable Applied Water Allowance at 0.5 ETo (Recycled water 0.70 ETo) o No turf in front yards, medians or parkways o Trees on separate irrigation valves Considered for adoption July 21, 2015

www.emwd.org 6 Landscape Regulations Implementation New homes and landscaped areas that close escrow or are completed on or before July 6, 2015, will be approved with 0.7 CF with turf as designed. After July 6, 2015: o All new homes and landscaped areas will have a 0.5 CF default. o Homes sold prior to EMWD’s Administrative Code revisions (May 8, 2015), the homeowner will have the choice to install turf or lower water use landscape. o If they choose turf, the homeowner will be required to sign an acknowledgement form that the landscape will not meet EMWD’s outdoor water budget, and they will pay a higher cost of water.

Conservation staff is monitoring all new accounts to insure the correct CF is applied New customers to remain at 0.5 throughout Water Shortage Contingency Plan Stages o Staff will apply a temporary CF adjustment o Allows new water efficient landscaping to stay alive
