Section R103.2 Information on construction documents This section now requires that applicants submit mechanical system design criteria (Manual S/Manual J) calculations to verify proper sizing of systems. Section R103.2.1 Building thermal envelope depiction This section now requires that applicants must denote the building thermal envelope on the construction documents that are submitted for permit.

8. Section R104 Inspections Entire section added to clarify inspections required at each stage of construction and the scope of each inspection. Section R402.2.1.2 Testing Maximum air leakage reduced from 5 air changes per hour to 3 air changes per hour. (requirement was included in 2012 IECC and amended by COG. COG amendment no longer valid)

9. Section R402.4.4 Rooms containing fuel burning appliances Section added requiring that rooms and closets containing fuel burning appliances with outside combustion air must be located outside the building thermal envelope or isolated from inside the thermal envelope.

10. 2015 IECC Changes - Residential Section R405.4.2 Compliance report Section modified to include requirement for separate reports at application for permit and at CO or final stage. Report at application to reflect proposed design and report at final to reflect as built conditions. Section R406 Energy Ratings Index Compliance Alternative Entire section added to provide an additional alternative to typical compliance paths.

11. 2015 IECC Changes - Commercial Section C103.2 Information on construction documents Added daylight zones to the list of required documentation to be provided on plans. Section C104 Inspections Entire section added to clarify inspections required at each stage of construction and the scope of each inspection.

12. 2015 IECC Changes - Commercial Section C 202 Numerous definitions added to correspond to new requirements within the code. Section C 303.1.4.1 New section added detailing method for determining the thermal resistance of insulated siding. Section C402.1.2 Exemption added for equipment buildings that meet certain criteria.

13. Section C402.3.1 Aged solar reflectance Added a calculation for determining the aged solar reflectance of roofs for which no aged solar reflectance data is available. Section C402.5.1.1 Air barrier construction Requirements for sealing of the air barriers on commercial structures were strengthened to require better workmanship and proper materials.

15. Table C403.2.3.2 (1), (2) and (3) Numerous minimum SEER and EER ratings were increased to reflect new minimum federal efficiency standards which went into effect on January 1, 2016.

16. Section C403.2.4.3 Shutoff dampers Section expanded to add requirements for maximum air leakage for both motorized dampers and non-motorized gravity dampers.

17. Section C403.2.8 Kitchen exhaust systems. Section added setting standards for kitchen exhaust hoods. These standards include: 1. Maximum 10% make up air supplied within the hood. Requirements that systems over 5000 CFM must comply with one of the following: 1. No less than 50% of make up air shall be transfer air. 2. Requirements to add demand recovery systems. 3. Requirements to add listed energy recovery devices.

18. Table C403.2.8 Sets maximum exhaust rates for each type of hood based upon the classification of equipment installed under the hood.

19. Table C403.2.14 (1) & (2) Set minimum efficiencies for commercial refrigeration and freezer equipment.

20. 2015 IECC Changes - Commercial Section C403.2.15 Walk-in coolers, walk-in freezers, refrigerated warehouse coolers, refrigerated warehouse freezers. New requirements for construction of warehouse coolers and freezers as well as non- site assembled or non-site constructed walk-in coolers and freezers.

23. Section C404.4 Insulation of piping. Added requirements for insulation of hot water piping “from the water heater to the termination of the heated water fixture supply pipe.” Also provided a list of exceptions.

24. Section C405.2 Lighting Controls. Added requirements for automatic lighting controls including occupancy sensors and/or time switch controls in all areas. Provided a list of 5 exceptions. Also added requirements for daylight responsive controls.

25. Section C405.6 Electrical energy consumption. Added requirement that each dwelling unit in an Group R-2 building shall have a separate electrical meter. Section C405.7 Electrical transformers. Added requirements for efficiency of electrical transformers.

26. Section C405.8 Electrical motors and Tables 405.8 (1) – (5) Added requirements for efficiency of electrical motors. Section C405.9 Vertical and horizontal transportation systems. Added requirements for efficiency of elevators and escalators.

27. Section C408.2.4.1 Acceptance of report. Added requirement that buildings cannot be considered for a final inspection until the code official has received a letter of transmittal from the building owner or their agent that they have received the Preliminary Commissioning Report.

28. Section C408.3.1 Functional testing. Added requirements for the registered design professional to provide “evidence that lighting controls have been tested to ensure that control hardware and software are calibrated, adjusted, programed and in proper working condition in accordance with the construction documents and manufacturers instructions”, prior to passing the final inspection.

29.  R402.1 Compliance; add final paragraph to read as follows: Projects choosing to comply with either 2 or 3 above shall surpass the performance approach in Section R405 or the energy rating index in Section 406 by a minimum of 4%. (depending upon recommendation from HaBSCO, building community and Council Committee on the Environment.) Final decision will rest with City Council.
