2 Institutional framework The organisation and realization of the exams for certification of qualifications are coordinated: at national level by the National Comission of Assessment and Certification, which is functioning within the Ministry of Education at county level by the County Commissions of Assessment and Certification The county Commissions are authorizing the school units that organize the process of qualification certification, which are named Examination Centers. In each such center, the County commission delegates an examination commission. Who are the assessors for the level 1 qualification: 2 teachers of specialty from other school unit than the one from which are coming the students examined for the level 2 qualification: 2 external assessors for each qualification and the tutor of the project. The external assessors are: a representative of an employer with whom the school has a labour practice contract or, more usually, teachers from another school unit that has the same qualification for the level 3 qualification: the project tutor and 2 external assessors, who are a representative of the company in which the students were trained and a specialty teacher of another school that has the same qualification for the level 3+ qualification: 2 assessors for every 50 students, one being a tutor of practical training/project and the other one a company representative or a teacher from another school unit that has that qualification for the level 1 qualification: 2 teachers of specialty from other school unit than the one from which are coming the students examined for the level 2 qualification: 2 external assessors for each qualification and the tutor of the project. Certification exam for the level 1 of qualification Practical test – has the aim of validating the competences obtained within that specific qualification, competences which are considered essential form the view point of the employer. Oral test: - has the aim of proving the possesion of key competences, as: oral communication and numbering, work place organisation, hygiene and work security. - it has a duration of 10-15 minutes and is organised after the practical test - the questions of the oral examination are directly related to the elements of the practical test Practical test – has the aim of validating the competences obtained within that specific qualification, competences which are considered essential form the view point of the employer. Oral test: - has the aim of proving the possesion of key competences, as: oral communication and numbering, work place organisation, hygiene and work security. - it has a duration of 10-15 minutes and is organised after the practical test - the questions of the oral examination are directly related to the elements of the practical test 6

Certification exam for the levels 2 and 3 of qualification Practical test – an examination based on a project realized by the student during one semester of the last year of study. The examination is based on the evidences produced during project realization, on the solutions proposed within it and on the quality of project presentation. The activities within the project can lead, depending on the theme and qualificaton, to a product realization. The oral test has the aim to demonstrate the possesion of some of the competences required by the training standard for that qualification. The list of the projects themes is established at the school level and is afterwards approved by the County Comission for Assessment and Certification. Practical test – an examination based on a project realized by the student during one semester of the last year of study. It focuses on topics such as: reflection, critical and creative thinking, cross-curricular knowledge, problem solving etc. Project – is realised during one semester of the last year.
