The Federal Energy Management program is part of the Office of Energy Efficiency and Renewable Energy at the US Department of Energy. DOE/FEMP FEMP’s mission is to “..reduce the cost and environmental impact of the Federal government by advancing energy efficiency and water conservation, promoting the use of distributed and renewable energy, and improving utility management decisions at Federal sites.” FEMP chairs the Interagency Sustainability Working Group that developed the MOU

FEDERAL DESIGN AND CONSTRUCTION MARKET The Federal government owns over 3 billion square feet. 20% of the Federal complex will be new construction over the next 10 years. The greatest opportunity for lifecycle cost-effective energy savings is in new construction during design and construction. Sustainability efforts taken today can save 30-50% of the energy use in new buildings.

POLICY DRIVERS Energy Policy Act of 2005, Section 109 DOE to issue new federal building standards by August 2006 that require that… –Where lifecycle cost-effective, buildings shall be designed to achieve energy consumption levels at least 30% below ASHRAE or International Energy Conservation Code (for residential buildings) –Cost effective sustainable design principles shall be applied to the siting, design, and construction of all new and replacement buildings. –In annual budget requests and reports to FEMP, each agency shall list all new buildings and identify which ones meet the standards OMB A-11 Incorporating sustainable design as standard practice (life-cycle cost analysis, energy/water efficiency, indoor environmental quality) throughout the federal sector Executive Order 13123 403 (d) “…develop sustainable design principles…apply such principles to the siting, design, and construction of new facilities.”

RFP defines project goals, technical and cost requirements. All criteria for selection weighted according to priorities determined by planning team. Defining a quantifiable and measurable energy goal compared to a reference standard (such as 30% below ASHRAE 90.1 2004) Using computer simulation tools, reviewed and confirmed at each stage of design stage – 50%, 90%, and FINAL Measuring and comparing actual performance to estimated performance, after one year of operation.
