1 JANASHREE BIMA YOJANA

2 The objective of the scheme is to provide life insurance protection cover to the rural and urban poor persons below the poverty line and marginally above poverty line. In 2013 the Janashree Bima Yojana was merged with the Aam Aadmi Yojana. The Scheme has replaced Social Security Group Insurance Scheme (SSGIS) and Rural Group Life Insurance Scheme (RGLIS). 45 occupational groups have been covered under this scheme.

3 A person who is: Aged between 18 and 59 years. Below or marginally above poverty line A member of any of the approved vocation/occupation groups

4 Insurance premium is of Rs. 200/- per annum and the premium is shared under which Rs. 100/- is paid by the Government of India under their social security fund and balance 50% comes by way of Rs. 50/- by the Government of Delhi and Rs. 50/- by the beneficiary. The Government had decided to pay the share of BPL households and thus the beneficiary was insured free of cost from 1 st April 2008 onwards. The beneficiary is insured for Rs.75,000/- in case of accidental death, Rs.30,000/- in case of natural death and Rs.75,000 /-in case of permanent disability. In the event of death of the member, the sum assured of Rs.30,000/- is payable to the nominee. Loss of two eyes or two limbs or one eye and one limb in an accident: 75,000. Loss of one eye or one limb in an accident: Rs.37,500.

5 A State Government Department which is concerned with the welfare of any such vocation/occupation group, a Welfare Fund/ Society, Village Panchayat, an NGO, Self-Help Group, etc. The Nodal Agency will act for and on behalf of the insured members in all matters relating to the Scheme.

6 Claim procedure is simple. The beneficiary of the deceased member will be required to furnish the original death certificate to the Nodal Agency which will forward the same along with the claim form, to LIC i.e., the Branch which is servicing the scheme. LIC will settle claims by sending account payee cheques directly to the beneficiaries. In case of death by accident, a police inquest report/post mortem report is also to be submitted. The existing schemes at the time of renewal will have the option to switch over to the new scheme on revised terms and revised benefits. The schemes will be administered through pension and Group Schemes Department of LIC of India.

9  This scheme is made to providing pension to the people who are below poverty line and of the age of 60 years and above.  The object of this scheme is to serve the unprivileged section of the society by providing them a regular income which would help them in their old age to survive.

10 People - who live below poverty line (BPL); and - who are above the age of 60 years.

11  In this scheme, people who are of the age 60 years and above get Rs. 200/- per month whereas people who are above the age of 80 years and above get Rs. 500/- per month.

12  The social security schemes are generally implemented by the Social Welfare Departments in the States. However, in some States, Rural Development Department or Women Child Development Department are administering these schemes. The concerned department in the State may be approached for getting pension.

14  Also known as “National Health Insurance Program”.  Government of India aims at providing health insurance coverage for the people living Below Poverty Line.  The objective of RSBY is to provide protection to BPL households from financial liabilities arising out of health issues.

15 The following categories are eligible:  Unorganized sector workers belonging to BPL category and their family members (a family unit of five) shall be the beneficiaries under the scheme.  It will be the responsibility of the implementing agencies to verify the eligibility of the unorganized sector workers and his family members who are proposed to be benefited under the scheme.  The beneficiaries will be issued smart cards for the purpose of identification.

16  Total sum insured would be Rs. 30,000/- per family per annum on a family floater basis. Cashless attendance to all covered ailments, hospitalization expenses, all pre-existing diseases to be covered and transportation costs (actual with maximum limit of Rs. 100 per visit) within an overall limit of Rs. 1000.  75% of the premium would be paid by the Govt. of India and 25% by the Govt. of NCT of Delhi.

17  At every state, the State Government sets up a State Nodal Agency (SNA) that is responsible for implementing, monitoring supervision and part-financing of the scheme by coordinating with Insurance Company, Hospital, District Authorities and other local stake holders.

18  The BPL list is posted in each village at enrollment station and prominent places prior to the enrollment and the date and location of the enrolment in the village is publicized in advance. Mobile enrollment stations are set up at local centers (e.g., public schools) in each village. These stations are equipped by the insurer with the hardware required to collect biometric information (fingerprints) and photographs of the members of the household covered and a printer to print smart cards with a photo. The smart card, along with an information pamphlet, describing the scheme and the list of hospitals, is provided on the spot once the beneficiary has paid the 30 rupee fee and the concerned Government Officer has authenticated the smart card. The process normally takes less than ten minutes.

27  The Annapurna scheme has been launched with effect from 1 st April 2000.  It aims at providing food security to meet the requirement of those senior citizens who, though eligible, have remain uncovered under the National Old Age Pension Scheme(NOAPS).  The beneficiaries are given 10kg of food grains per month free of cost.

29  Who is of 65 years or above.  The applicant should not be in receipt of pension under the NOAPS(National Old Age Pension Scheme) or State Pension Scheme.  The person must be “destitute” in the sense of having little or no regular means of subsistence from his/her own source of income or through financial support from family members or other sources.

30  Rural areas people have to apply through the Panchayat Pradhan.  Urban areas people through the Notified Area Committee.  After the approval of the Gram Sabha it will be further approved by the Welfare Department and the Ration Card will be issued by the responsible authority.

33 For poverty alleviation Janani Suraksha Yojana (JNY) was launched on 12 April 2005 by modifying the National Maternity Benefit Scheme (NMBS). It is a fully centrally sponsored scheme under the Department of Health and Family Welfare. AIM: To decrease the neo-natal and maternal deaths happening in the country by promoting institutional delivery of babies.

34 ELIGIBILITY :  The women, irrespective of age and number of deliveries, who deliver in Government hospitals, health centres or even in accredited private hospitals.  The women should be under Below Poverty Line (BPL).  All women under SC and ST categories are eligible.

35 The JSY has identified ASHA, an accredited social health activist as a link between the Government and the poor pregnant women. BENEFITS PROVIDED : It integrates cash assistance with delivery and post-delivery care. To each eligible pregnant women, in Delhi : In rural areas, 700 is given. In urban areas, 600 is given. BPL pregnant women, who prefer to deliver at home, are entitled to a cash assistance of Rs. 500 per delivery.

36 DISBURSEMENT OF CASH ASSISTANCE: As the cash assistance to the mother is mainly to meet the cost of delivery, it should be disbursed effectively at the health institution itself. Also, Direct Benefit Transfer (DBT) mode of payment has been rolled out, where, pregnant women are entitled to get JSY benefit directly into their bank accounts. For pregnant women going to a public health institution for delivery, entire cash entitlement should be disbursed to her in one go. While, those going to accrediting private institution, at least three-fourth (3/4) of the cash assistance should be paid to the beneficiary in one go, importantly, at the time of delivery.

38  Government of India launched a poverty alleviation scheme Swarna Jayanti Shahari Rozgar Yojana on December 1, 1997.  The scheme aims to provide gainful employment to the urban unemployed and underemployed poor, through setting up of self- employment ventures by the urban and rural poor living below the poverty line.

39  SJSRY HAS five major components, namely - (i) Urban Self Employment Programme (USEP) (ii) Urban Women Self-help Programme (UWSP) (iii) Skill Training for Employment Promotion amongst Urban Poor (STEP-UP) (iv) Urban Wage Employment Programme (UWEP) (v) Urban Community Development Network (UCDN)

40  People living below the poverty line are eligible for this scheme.

41  The A.P.O.s will organise the community at the cluster level and constitute NHGs, NHCs and CDSs on the UBSS pattern. The applicant is to send application form through concerned C.D. Society. The C.D. Society will forward the application to the area Deputy Commissioner for scrutiny and onward transmission to concerned banks.

42  The identification of beneficiaries will be done through house-to-house survey, taking into consideration the economic parameters defined by the Government of India from time to time. However, any person who wishes to apply under the programme may contact the Deputy Commissioner of the area in which he/she resides.

Family income of the applicant should not be more than Rs.60,000/-p.a. In case “No Documentary Evidence’ is available with the applicant in r/o proof of residence  i) the applicant will need to produce statements of any of the two witnesses from the following list, stating the period of applicant’s length of stay in Delhi  a. Public representative such as MP of the area, MLA of the area,  b. President or General Secretary of RWA of the locality  c. Two neighbors of the applicant with their contact details  d. Registered omen SHGs,/ Mahila Mandals’ President or General Secretary  e. ICDS Supervisors/ASHA workers of the Govt.  f. Gazetted Officer of the Central/Delhi Govt.  ii) Along with the witness’s statement, the relevant document for photo identity proof, residence and length of stay for the witnesses shall also have to be appended with the application clearly showing that the witnesses themselves have been around in the same area for the number of years they claim to have known the applicant. This would apply for all except Public representative such as MP/MLA of the area.

58 BENEFIT:  One - time assistance of Rs. 10,000/- is given by a/c payee cheque HOW TO APPLY:  The Concerned District Social Welfare Officer is the competent authority for verification, sanction and payment of the assistance under the scheme.

63 National Rural Employment Guarantee Act (NREGA) was later renamed as the "Mahatma Gandhi National Rural Employment Guarantee Act" (or, MGNREGA), is an Indian Law labour and social security that measure aims to guarantee the “right to work”. Meaning and objective The National Rural Employment Guarantee Act (NREGA) aims at enhancing the livelihood security of the people in rural areas by guaranteeing hundred days of wage employment in a financial year, to a rural household whose members volunteer to do unskilled manual work. The objective of the Act is to create durable assets and strengthen the livelihood resource base of the rural poor. 64 NREGA AMOUNT Wages are to be paid according to the Minimum Wages Act 1948 for agricultural labourers in the State, unless the Centre notifies a wage rate which will not be less than Rs. 60/ per day. Equal wages will be provided to both men and women. Wages are to be paid according to piece rate or daily rate. Disbursement of wages has to be done on weekly basis and not beyond a fortnight in any case. At least one-third beneficiaries shall be women who have registered and requested work under the scheme.

66 Issues critical to fulfillment of NREGA objective Issue of job cards For ensuring job card verification is done on the spot against an existing data base. Reducing the time between application and issue of job cards to eliminate the possibility of rent seeking, and creating greater transparency etc. Ensuring that Job Cards are issued prior to employment demand and work allocation rather than being issued on work sites which could the aims of NREG.

67 Procedure adopted for fund release Quantitative and Qualitative evaluation of demand for employment and fund requirement on this based on reporting number of those seeking employment which are: Job cards demanded and issued and employment provided and average turnout at work sites (as reported by State and observed by field visits) Manner in which job card registration and demand for employment are being processed at field level (as seen from reports of area officers and NMs) fund availability (as reported by State).

68 NODAL AGENCY At every state,the state government sets up a State Nodal Agency that is responsible for implementing,monitoring and supervising the financial part of the scheme.
