1 4 TH CLEAN ENERGY MINISTERIAL PRESENTATION ON DRAFT AGENDA FOR 4 th CEM (NEW DELHI) ANIL JAIN ADVISER, PLANNING COMMISSION GOVERNMENT OF INDIA

2 PROGRAMME – MAIN & SIDE EVENTS The program has been divided in two parts; the main and side events. The main event will include following sessions: i. Inauguration of CEM-4 by the Prime Minister of India ii. Scene Setter-Presentations by IEA, Bloomberg &TERI iii. 2 Ministers’ Closed-Door Discussions-I (Clean energy supply and Energy Efficiency) iv.Public Private Partnership Roundtables (2 Timeslot s of 3 sessions each) v.Feedback on the Public-Private Roundtables v. Wrap – up and Press Conference The side Events will include the following: i.Innovation showcase (an Exhibition on Clean Energy Innovations) ii.C3E Woman Event iii.SEAD Appliances Awards 21 st Century Power Partnership iv.Site visits to Bayer Green Building & Solar Energy Centre of Indian Government

3 ROUNDTABLES There will be two rounds of 3 RT discussions in parallel at the CEM. CEM Secretariat has finalised the following 6 topics: a)BUSINESS INNOVATION TO REDUCE SOFT COSTS AND ACCELERATE DEPLOYMENT OF SOLAR PV b)MARKET BARRIERS TO MINI-GRID DEVELOPMENT c)ACCELERATING THE GLOBAL ADOPTION OF CLEAN VEHICLES d)LARGE-SCALE ADOPTION OF ENERGY MANAGEMENT SYSTEMS e)INTERSECTION OF POLICY AND FINANCE FOR RENEWABLES f)POWER MARKET EVOLUTION IN EMERGING ECONOMIES Delegates and other invitees at the CEO level can be invited by the respective government for the panel discussions. US DOE will appoint an operating agency for each of the RTs. The member countries would have the choice to register Ministers for round tables (upto 2) in advance so that logistics can be planned A one hour slot on the next day (18 th April) to receive feedback on Roundtables

6 DRAFT PRGRAM FOR DISCUSSION 17 TH APRIL, 2013 (WEDNESDAY) 11:00 – 12:30 Ministers’ Closed-Door Discussions-I (on Clean energy supply) Key accomplishments from the CEM initiatives will be highlighted, and Ministers will draw upon emerging lessons from the CEM initiatives and related activities as the basis for a discussion about smart policies, programs, and innovation strategies to advance clean energy supply, and the role of CEM in supporting them. In addition, they can announce relevant progress or outcomes, make recommendations, and/or commit to deliverables. 12:30 – 12:45C3 Read-out and Discussion 12:45 – 13:00 Ministers’ Group Photo 13:00 - 14:15 Lunch Kandeh Yumkella, DG, UNIDO to speak on UN Sustainable Energy for All (SE4All) Initiative Followed by a discussion on how SE4ALL goals can be advanced

As appropriate, targeted follow-up by governments and the private sector will be encouraged. Three roundtable discussions will be held in parallel. 15:45 - 16:15 Break 16:15 - 17:45 Public-Private Roundtable Discussions (Timeslot 2) The high-level roundtable discussions will allow for a free-flowing dialogue between Ministers and private-sector executives. As appropriate, targeted follow-up by governments and the private sector will be encouraged. 8 DRAFT PRGRAM FOR DISCUSSION 18 TH APRIL, 2013 (THURSDAY) 18 th April 2013 (Thursday) 09:00 – 10.00 Feedback and Discussion on the Public – Private Roundtable Discussions with VIP Remarks 10:00 – 11:30 Ministers’ Closed-Door Discussions-II (on Energy Efficiency) Key accomplishments from the CEM initiatives will be highlighted, and Ministers will draw upon emerging lessons from the CEM initiatives and related activities as the basis for a discussion about smart policies, programs, and innovation strategies to advance energy efficiency, and the role of CEM in supporting them. In addition, they can announce relevant progress or outcomes, make recommendations, and/or commit to deliverables.

9 DRAFT PRGRAM FOR DISCUSSION 18 TH APRIL, 2013 (THURSDAY) 11:00 – 11.30 CEM Press Conference 11:30 Break 12:00 – 13.00 Strategy and Next Steps Ministers will wrap up the meeting by reflecting on the discussions during the two days and defining next steps for the Clean Energy Ministerial Process based on lessons learned during the fourth Clean Energy Ministerial. A Chair’s summary, press release, and recommendations for how to best advance the Clean Energy Ministerial process will be discussed. 13:00 - 14:00 Ministers’ Lunch 14:00 - 18:00 Optional Side Trips to Solar Energy Centre/Bayer Building

10 INNOVATION SHOWCASE-EXHIBITION An Exhibition would be organised alongside the Ministerial to showcase achievements in Clean energy innovations. Indian hosts would organise the Exhibition for which at least half the stalls are available to member countries. The Exhibition should be categorised in different areas of Clean energy viz. Solar & Wind, Bio energy, Lighting & Appliances, energy storage, Smart grids, EV, Financing for clean energy and CHP. About 40 stalls can be accommodated at the same venue (Taj Palace). Access control would be maintained between the Exhibition (which would be open to all) and the CEM venue. Stalls would be available on actual cost basis. Sponsorship is also available to corporates. Confederation of Indian Industry (CII) is the operating agent for the Exhibition.

11 OTHER SIDE EVENTS C3E Women in Clean Energy Panel Discussion, operated by TERI to be organised on 16 th April, followed by a Reception at the Innovation showcase venue. SEAD flat television Global Awards function operated by Bureau of Energy Efficiency, Government of India to be organised on 17 th April during the break before the Reception. Site visits (Optional) to Bayer’s zero emission building/Solar Energy Centre of the Government of India
