First quality assurance conference for the Higher Education in Iraq was launched in March 2nd, 2011 in Erbil, Iraq.The Quality Assurance program has been recently adopted and applied to all Universities in Iraq in cooperation with UNESCO to drive the Iraqi universities for greater global recognition. Erbil Polytechnic University was adopted this program by the “General Board” at it’s meeting on Oct. 30, 2013. And the first annual report was presented on July 30, 2014. Background

7. Challenges financial issue and University Budget. Personality culture ( belief, norms and values), such as inflexible decision because of Intervention of others which makes the issue more complicated (centrilized the organization, ideologies). Administrations-traditional Management/ administrative culture and parctices, such lack of comunication, lack of responsibility which is resulted towards poor Performance and effectiveness. The challenges can be explain as follow

8. Reactions Steps to react with the challenges The first issues (the finacial issue) the university high committees decided recently to find self-financing resources. Apply fees for some courses in the college. Investment of the Engineering consultancy bureau, since the engineering consultancy bureau can involve the university staff and the facilities into the public and private Projects sectors in the merket which leads to find an extra source of funding to the University. The personal and organisational culture and the Problem of inflexible decision, can be solved through: - Improvement in communications and transparency ( staff development) Implementing a quality Management process to the organization. This issued achieved through increasing Systems and policies functioning and the new technologies for resource use observation, data collection, data Management, feed back and Training. Good Managers have access to greater volumes of data and information sciences and technology.

Suggestion to Improve SAR process 1- One annual report should be submit to the UNISCO Iraq office according to the process 2- Self-Assessment Report submit after 4-5 years 3- More role of the UNISCO Iraq office to support the program as a main sponsor 4- Develop and guarantee standards and guidelines for quality assurance of Higher Education in Iraq.
