2 PEER REVIEW ADVISORY COMMITTEE Short Application Pilot Don Schneider, Ph.D. National Institutes of Health U.S. Department of Health and Human Services August 27, 2007

3 Short Application Activities Goals Trans-NIH Application Committee NIH Pilots and Initiatives CSR Short Application Pilots

4 Goals of Shortening Activities Assessment of meritorious science Alignment of review criteria and research plan format Lessening of burden, especially reviewer burden Timely review outcomes

5 Trans-NIH Application Committee Committee communicated with scientific community via a web-based Request for Information (RFI) that resulted in more than 5,000 responses, 75% in favor of shortening. Committee developed recommendations for shortening in an integrated way with other peer review initiatives. Committee reported RFI results and its recommendations to PRAC and other groups April 2007.

6 NIH Pilots and Initiatives Self-contained Pilots - Announcements with special features - length, 7, 10 and 15 page research plans - biosketch (e.g., 10 most relevant publications) - format (impact>methods) External and Internal Working Groups on Peer Review (cf. Dr. Lawrence Tabak)

7 CSR Short Application Pilots Develop questionnaire to gather quantitative information on research plan length and application format from reviewers and staff - focus on ability to assess science - probe issues related to length of research plan - probe issues related to format, including importance of potential impact vs. approach, review criteria, biosketch, etc. - share draft questionnaire with NIH stakeholders

8 Cont. CSR Short Application Pilots In collaboration with CSR and IC review units, provide questionnaire to reviewers and staff involved in short application pilots, e.g., # Pages Mech- anism ICSpe- cifics 7R01GMEURK, format 10 (Oct 2) R01GMMolec Probes 10U01TWBiodv, format 10R01GMImag Probes 15 (2 pilots) R01HLLymph Dis 15R01EBMultisc Model
