1 Inconsistent Asset Protection Practices Workshop Out brief Observation & Discussion Points (1) Inadequate response to previous informal NPB data call (2) Other Navy activities and offices are working Navy wide Sponsor Owned Material (SOM) from different angles e.g. inapplicable inventory, inventory accuracy and ownership (What Financial Inventory record or IM owns the material) (3) Overall Senior leadership for the larger SOM elements seems to reside at ASN (RDA)…we think Rose Digeronimo (4) COSIS Checklist developed by NAVICP 077 &SPAWAR may have potential for Navy Wide Guidance (5) SOM – definition not universally…aka operation and maintenance material and other names e.g. Gold piles. Battle Spares etc (6) Warehouses with wide variety of Sponsor owned assets are particularly challenging (7) Warehouse transferring to DLA faster then expected

3 Inconsistent Asset Protection Practices Workshop Out brief Recommendations for the NPB (1) Contact ASN RDA AO to brief our initiate and ensure we are coordinated with other SOM improvement efforts or sponsor our data call from Echelon I – NPB chair (2) Consider teaming with COMFISCs (3) Consider establishment of a NPB Sub Group to work this more intensively then NPB cycle allows – NPB chair - Develop a method other then DATA CALLS to assess the magnitude of the problem - Smooth the NAVICP/SPAWAR Checklist and consider publication as a NPB Guidebook from OPNAV or ASN - Develop Navy Wide COSIS training strategy (4) Consider Briefing this topic to the November Joint DOD packaging conference
