5 C-55 Database   Work has continued on developing a GIS database application to support C-55 - Status of Hydrographic Surveying and Charting Worldwide - and the work of the IHO.   In addition to the current composite indicators (percentage of areas adequately surveyed / requiring re-survey / not surveyed), the inclusion of CATZOC polygons will provide an initial geo-referenced quality layer.  

6 Preparation of the next Conference / Assembly - The next International Hydrographic Conference or first IHO Assembly is scheduled from 24 to 28 April 2017. - It is likely that the meeting will be the first session of the Assembly, subject to the ratification of the Protocol of Amendments to the IHO Convention by the required two-thirds majority not later than three months before the opening day of the meeting (23 January 2017.

7 - In accordance with the General Regulations of the IHO that will enter into force once the Protocol of Amendments is ratified, the first Assembly will have to approve the list of the members of the IHO Council. Preparation of the next Conference / Assembly

8   The agenda of the Conference/Assembly will include a review of the IHO Strategic Plan and consideration of the IHO Work Programme for the next 3-year or 5-year cycle (CCL 01 dated 21 April refers).   The IHB has invited Member States, HSSC and IRCC to submit proposals to update the Strategic Plan (CL 17/2016 dated 31 March refers). These proposals are expected to be circulated to all Member States in August 2016.

9 Capacity Building Programme   Capacity Building is one of the strategic objectives of the IHO.   In the last ten years, more than 1,200 individuals from 65 IHO Member States and 60 non-Member States have benefited from activities sponsored by the CB programme.   It is considered as a “Success Story” of the IHO.

10 Recent CB Programmes   Four students sponsored by RoK funding completed the FIG-IHO-ICA Category A level Master of Science Programme in Hydrography held at the University of Southern Mississippi, USA in 2014-2015. A total of six students successfully graduated in 2013 and 2014. Four more students are participating in the 2015-16 programme.   2 new students have been selected for the next course

11 Capacity Building Programme   ROK sponsors also a three-phase marine geospatial information programme in Busan, RoK.   Five students attended Phase 1 of this Category B level nautical cartography course in March-April in 2015.   Phase 2 has already been conducted at KHOA, ROK starting from April to June 2016.

12 - The Nippon Foundation of Japan also supports Category B nautical cartography training under the IHO CB Programme. The 7 th IHO - Nippon Foundation CHART (Cartography, Hydrography and Related Training) course started at the UK Hydrographic Office in September. - 43 students graduated from the previous seven courses conducted between 2009 and 2015. - Next course will started in September and 7 new students have been selected for the next course held in Taunton.,

13 CB Programme   In addition to financial assistance from Member States, the IHO CB programme benefits from significant input from key industry partners, who regularly provide in-kind support through the loan of equipment or by providing instructors at little or no cost at CB workshops and courses that have a practical content.

14 CB Programme   In 2015 the IHO capacity building programme reached a new level of achievement.   The level of activity of the IHO Capacity Building (CB) Programme continued to increase. Expenditure in the IHO 2015 CB Work Programme (930,907 Euros) was 118% greater than the budget for the previous year.   This was a result of the ongoing financial support provided by the Nippon Foundation of Japan and the Republic of Korea, supplemented by a contribution from the IHO budget and in-kind support from Member States and from industry.

15 CB Programme   In 2015, 86% of the budgeted work program (also 93% of the CB provisions) was executed and paid for. Some planned CB activities could not take place because of administrative and other issues in host nations, the unavailability of nominated personnel, or other late changes to the planned events.   Most of the activities that could not take place were postponed and transferred to the 2016 CB Work Programme for execution

16 CB Programme   The Directing Committee is continuing its campaign to find additional donor States and funding organizations.   We have worked hard to promote the IHO Capacity Building (CB) programme. We have improved the relationships of the IHO with donor Member States and funding institutions.   We try to increase the level of external CB fund and CBWP budget. Now, we have also encouraged and coordinated several large scale regional hydrographic projects (Caribbean, S.West Pacific and West Africa) and initiated institutional relationship with global funding organizations, in particular World Bank.

17 CB Programme   World Bank, as global funding institution, is the new partner of the IHO for big Regional Hydrographic Projects.

18 CB Programme   Next step:   Maritime Funding Meeting at the World Bank, in Washington DC, on 18 October. &
