METHODS OF QUALITY ASSESSMENT Criteria of statistical data quality are established Methodological approaches to receiving of the assessment of statistical data quality aimed at the stages of state statistics maintenance are established Methodology of calculation of statistical data quality assessment is established (rating method)

INTEGRITY Integrity is a scientifically based methodology and its steadfast compliance with the purpose of harmonization of state statistical activity with international standards and rules

DEMAND Demand reflects the degree of need for the statistical data (i.e. how much the data serves the purpose for which they were generated, and whether they reached the user)

AUTHENTICITY Degree of compliance with reality (adequacy, truthfulness, accuracy) of reflecting the economical, demographic, social and environmental phenomena and processes ongoing in the society

ACCURACY Accuracy characterizes the degree of approximation of statistical indicators to their real values (as a rule in the random statistical survey)

TIMELINESS Timeliness is the acceptable duration of the time period for the user from the survey to the moment of the publication issue

ACCESSIBILITY Accessibility is the state of readiness of the data for official distribution, awareness of the users about the possibility and means of receiving of the required data

INTERPRETABILITY Interpretability reflects the stringency of the used terminology, availability of additional information required for the adequate interpretation and use of the statistical data

CONFORMITY Conformity reflects the degree of completeness of the statistical data and logical interrelation between the data of various surveys and administrative data. Conformed data are non-contradictory, comparable and can complete each other

PROCEDURE OF QUALITY ASSESSMENT Filing out a questionnaire for each state statistical survey Calculation of data quality by rating method of research Analyses of the received data Assessment and characteristics of the quality criteria accomplishment, recommendations for their improvement

Questionnaire- 78 questions are grouped together and correspond to 7 stages of state statistics maintenance: First stage: Decision on having a state statistical survey is taken Second stage: Planning of the state statistical survey Third stage: Preparation to the collection of primary statistical data 17 QUALITY CONTROL QUESTIONNAIRE

Fourth stage: introduction and processing of the primary statistical data Fifth stage: analyses of the criteria determining the quality of the issued consolidated statistical data 18 Sixth stage: Documenting, presenting and distribution of the consolidated statistical data Seventh stage: improvement of the state statistics maintenance

RATING METHOD To calculate the rating assessment of the quality they apply the number of the given scores which represents the sum of the chosen variants of the answers to the question in the Questionnaire The value of the question is assessed by a 5-score scale 0 – if the phenomenon is non-existent 5 (or summarized score) – if the phenomenon exists

SELF-ASSESSMENT OF QUALITY allows to: Create a system of quality control at all stages of state statistics maintenance Determine the level of quality of organization and conducting of all state statistical surveys Reveal all possible imperfections and develop basic directions of improvement of the state statistics Provide compliance with basic requirements presented to the quality of statistical data harmonized with international statistical practice Provide improvement of quality of the statistical data
