2. 7/17/07NASA Report2 Specify Requirements Archiving MUST be a required part of mission participation, Statement from the official NASA Announcement of Opportunity for Mars Scout 2006 and Missions of Opportunity ( participation in ESA Aurora) 6.2.4. Data Rights Policy Data must be made fully public through the PDS, in a usable form, as soon as practical but no later than six months following its collection. Mars Scout teams will be responsible for collecting the scientific, engineering, and ancillary information necessary to validate and calibrate the scientific data prior to delivery to the PDS. Archival data products shall include low-level (raw) data, high-level (processed) data, and derived data products such as maps, ancillary data, calibration data (ground and in-flight), documentation, and related software or other tools necessary to interpret the data. All data products shall be documented, validated, and calibrated in physical units usable by the scientific community at large.

3. 7/17/07NASA Report3 Get Involved Early Archiving activities MUST be included in the budget In NASA the Mission manager is focused on passing the assessments at each phase of the mission. Traditionally, archive planning has been delayed to beyond launch. This leads to budget erosion and inconsistent data planning. Some teams move ahead, making changes difficult and leading to complaints of “creeping requirements”

4. 7/17/07NASA Report4 Arrive Early with Clear Standards & Tools Archive planning documents should be available. see http://pds.jpl.nasa.gov/documents/ Specify sources of assistance for interpreting standards. Require early development of a Data Management Plan. Require interface documents providing detailed description of data products to be delivered. Require detailed review of data plans and products. Provide the teams with tools to produce PDS compatible labels and to validate the data.

5. 7/17/07NASA Report5 Imbed the PDS in the missions Mars missions typically include PDS GEO personnel on their teams. Cassini/Huygens imbedded the ATMOS node Juno designated Bill Kurth, Univ of Iowa, one of the original participants in PDS development as mission archivist. Juno produced a Data Management Plan in Phase A and were selected over Moonrise. Discovery mission VESPER imbedded ATMOS and, in Phase A, are producing a Data Management Plan.
