Tiger II Discretionary Grant Program (Transportation Investment Generating Economic Recovery) U.S. Department of Transportation FY 2010

An opportunity from the US Dept. of Transportation Federal Transit Authority (FTA) to fund surface transportation infrastructure that will have a significant impact on the metropolitan area or region. Program proposal will be reviewed by use of a pre-application due July 16, 2010. Programs found to be acceptable by the FTA will be notified to submit the actual grant application due August 23, 2010.

Minimum funds to be requested per FTA is $10,000,000 which requires a 20% match, which in this case is $2,000,000. Pre-Application Requirements: –Governmental agency must indicate commitment to match – Council Resolution –Project must include a National Environmental Policy Act (NEPA) study, or already be involved in the study with completion relatively soon.

Proposed Project: –Provide funding to complete and expand the current Downtown Revitalization Project. Complete both the North and South Roundabouts Completion of both ends of the current Downtown Revitalization Project Revitalization of the roadway from the South Roundabout to El Paseo Blvd. Revitalization of both Water and Church streets to provide two-way traffic Revitalization of Las Cruces Blvd. between Church and Water streets

The proposed project will also provide a “link” between the downtown project and the current EPA study being conducted on El Paseo. This will effectively link the downtown with the El Paseo corridor and the soon to be completed Las Cruces Convention Center. To effectively compete for this funding, the City must be able to link these vital

development areas together to demonstrate the significant impact to the metropolitan area or region as indicated by the grant requirements. Further, this will enhance the development and promotion of public transportation and availability of bike trails to major areas and facilities in the greater Las Cruces Metropolitan Service Area.

Match Funding Requirements: –Any funding source; federal, state, local or private, with the exception of other Tiger funding can be used to meet to match requirement. –An additional requirement is that none of the designated funding can be encumbered or spent prior to the award of the grant. Recommended Match Sources: –NMDOT funds in the amount of $1,176,000, recently accepted by the Council on 6/21/10

–Available funding from the Utilities Street Rehabilitation and Flood Control funding already allocated for the downtown project but as yet not encumbered or spent. This funding will bring out commitment to approximately $2,100,000 thus meeting the grant requirement.
