3 AAMVA Official Use Only 3 What is NMVTIS? A system that allows the titling agency to instantly and reliably verify the title history, title brands, and title information on the paper title with the electronic data from the state that issued the title. Established by the Anti Car Theft Act of 1992 (Public Law 102-519), the Anti-Car Theft Improvements Act of 1996 (Public Law 104- 152), and its implementing regulations (28 C.F.R. part 25).

4 AAMVA Official Use Only The Role of the American Association of Motor Vehicle Administrators (AAMVA) The Act authorizes the designation of a third-party operator of NMVTIS. Since 1992, AAMVA has acted in this capacity and operates the System today. AAMVA is a nonprofit, tax exempt, educational association representing U.S. and Canadian officials responsible for the administration and enforcement of motor vehicle laws. 4

5 AAMVA Official Use Only 5 What is the Purpose of NMVTIS? NMVTIS was created to: Provide consumers protection from unsafe vehicles; Protect states and consumers (individual and commercial) from fraud; Prevent the introduction or reintroduction of stolen motor vehicles into interstate commerce; Reduce the use of stolen vehicles for illicit purposes including funding of criminal enterprises.

10 AAMVA Official Use Only Brand Modifications Best Practice: Corrections must be controlled by jurisdiction that applied them. Inform the current jurisdiction of any brand modifications. Benefit: Adds a valuable layer of protection to consumers by insuring brands are recorded accurately. Ensures that the jurisdiction of record is informed of any modifications.

11 AAMVA Official Use Only Duplicate Titles Best Practice: Perform a NMVTIS inquiry before issuing EVERY duplicate title to verify state of record. Benefit: Reduces the chances that two titles for the same vehicle are being issued. Reduces the potential for fraudulent use of one of the titles.

12 AAMVA Official Use Only Fraudulent or Recalled Titles Best Practice: Remove fraudulent titles from NMVTIS Keep a history of the fraudulent title transaction Benefit: NMVTIS title history is kept clear of titles that were never actually a part of the ownership history of a vehicle. Keeping fraudulent or recalled titles from the NMVTIS history will make them more easily identifiable if presented in a jurisdiction.

13 AAMVA Official Use Only Issue Date Best Practice: Systems should be designed to ensure the date of issuance is the date the title is generated. Benefit: Reduction in AAMVA and Jurisdiction help desk calls. Integrity of the data is maintained.

14 AAMVA Official Use Only To Issue a Title or Delay the Issuance Best Practice: Consider NMVTIS information before deciding to issue a title. Review VIN, jurisdiction of title, title number, title issue date, & brand history date prior to issuing title. Benefit: Improved data integrity. Less time spent researching errors/warnings. Less time spent fielding help desk calls. Improved consumer/jurisdiction protection. Unsafe vehicles are properly identified.

15 AAMVA Official Use Only Low Speed Vehicles (LSVs) Best Practice: Capture body style upon initial title. Transmit body style of vehicle when a NMVTIS inquiry is made. Benefit: By performing an online inquiry, LSVs can be identified and carried forward to the new jurisdiction’s body style classification. Assists in identifying vehicles for jurisdictions that have specific title/registration requirements. Prevents inadvertent titling where law prevents on-road use.

16 AAMVA Official Use Only Non-repairable Vehicles Best Practice: Apply the non-repairable brand when a vehicle is not repairable and not allow to be title/registered for use in other jurisdictions. Benefit: Jurisdictions will have uniform understanding that Non- repairable vehicles are not to ever be registered, titled, or used on the roadway again. Improve consumer protection and highway safety. Reduces opportunities for fraud.

17 AAMVA Official Use Only Reporting Brands Best Practice: All brands noted on a jurisdiction’s title should be reported to NMVTIS to ensure the most complete brand history. Benefit: Protect consumers and jurisdictions by maintaining a brand file that is as accurate and complete as possible.
