3 In 1992, EPA estimated the cost effectiveness of I/M to be about $1,500 per ton Since then, no one has looked at this question in depth again We do know two things: The benefits (tons per year) of I/M have gone down with MOBILE5 and now MOVES and the costs have gone down in some places, especially those that have switched to OBD only programs If you are still charging $25 or $50 per test, the costs per ton of reduction could well be in the $50,000 range!
