2  “Deafness” means a hearing impairment that is so severe that the child is impaired in processing linguistic information through hearing, with or without amplification, that adversely affects educational performance.  “Hearing impairment” means an impairment in hearing, whether permanent or fluctuating, that adversely affects a child’s educational performance but that is not included under the definition of deafness in this part.

3 1997 – Included, for the first time, specific language that acknowledged the need for special consideration when the student was deaf or heard of hearing. 1975 – Education for All Handicapped Children Act (EAHCA) 1992 – “Deaf Students Education Services Policy Guidance” in response to 1988 report by the Commission on Education of the Deaf 1994 – “Deaf and Hard of Hearing Students Educational Service Guidelines” 1990 – Individuals with Disabilities Education Act (IDEA)

7  Acquired – hearing was lost after birth (illness or injury related)  Congenital – hearing was not present at birth
