Conservation For many years, hunters had been killing birds on Pelican Island for their colorful plumage. Many people feared that the entire bird population would be wiped out. After many unsuccessful attempts to stop the hunting there, a group of people brought their concerns and frustrations to President Roosevelt’s attention. He asked, “Is there any law preventing me from declaring Pelican Island a Federal Bird Reservation?” When he was informed there was not- as the land was owned by the government-he responded, “Very well, then I so declare it.” His conservation efforts for birds did not stop there. In his two terms of office he created fifty-one Federal Bird Reservations.
