1 Welcome to the Manage Flood Engineering module of the “MIP Release 3 Study Workflow Training course! This module guides you through the process of obligating project funds for study projects. The “Obligate Project Funds” task would appear on the Work Item List of all potential Study Project Administrator(s) responsible for funding and planning the Data Development Tasks, Independent QA tasks, and Mapping Tasks for each study area. Only authenticated users with a Study Project Administrator role can authorize flood engineering tasks. Training manual users will find workflow and role diagrams throughout the modules. Web-based users may click on the “view workflow” and “view role” buttons to see where you are in the workflow and role descriptions with associated organization types. 3 The Project Information screen is intended to provide reference information for all of the Data Development Tasks. The projection and datum information should be based on the current Guidelines and Specifications. The “Project Reference Information” section allows you to enter the total miles (based on the stream channel) being studied or mapped by redelineated, approximate, detailed, or limited detailed methods for all affected areas. Throughout this module the role performing the activity and a numerical or descriptive identifier for the screen are displayed in bold on the bottom left and right hand corners of the screen shot to the right. MANAGE FLOOD ENGINEERING SM01 Top Half Study Project Administrator Manage Flood Engineering ROLE: Study Project Administrator Description of Role: Responsible for initiating new projects (i.e., entering all required information about project geography, responsible organization, cost, and schedule) and updating the cost and schedule information throughout the project. Organization Type: ModRMC, ModHQ, FEMARegion, FEMA HQ SM01 Obligate project funds Decide if you want to fund, plan, or drop data development tasks, QA, and mapping tasks for each study area. 5 The “Total Square Miles” refers to the geographical size of the communities included in the study. A free text field is available to enter flooding sources. This information is optional and will only be found in the reports. Reminder: Online Help content provides assistance to users and is available throughout the MIP. Note: Clicking the Save Work button will save the data a user has entered; however, a user can not save a screen that is only partially completed. 6 The Data Development Tasks screen assigns specific data development tasks to specific study areas. The “Task” drop-down is pre-populated with the data development tasks “checked” when finalizing the project scope. Each task can be authorized, planned, or dropped. To authorize a task, first select a task from the drop- down list. Then, select the type of organization (e.g. CTP) and the organization performing the task. Correct selection of “Organization Type” and “Organization Name” ensures the task is routed to the Work Item List of all potential task lead(s) (e.g. Hydrology Task Lead) of that organization. The baseline “Start Date” and “End Date,” and “Cost” information, refers to the selected data development task. Click “Add Cost” and proceed to authorizing or planning Independent QA. 7 (Continued) To plan a task or to save a task for later, select a task from the drop-down list and check the “Planned Task” box. The MIP allows you to select the proposed organization (e.g. CTP) that will be performing the task and the contract information at this point but these fields can be left blank. (Click “Add Cost” to save contract data.) After you complete the obligate screens, all of the planned tasks will appear in the “Authorize Planned Data Development Task” work item on your Work Item List. All planned tasks will need to be authorized and completed for an area prior to making a preliminary map. Note: To make a preliminary map for a particular area, at least one Data Development Task has to be completed. 8 (Continued) If you no longer want the task to be included in the study project, do not select it from the drop-down list. Caution: You will not be able to retrieve tasks that were not added as part of Obligate Project Funds. Exception: If the preliminary map fails QA, the original list of scoped tasks will appear on the Setup Data Development screen (details in the Manage Preliminary Map Production module). 9 An Independent QA Task for each Data Development Task can be authorized, planned or dropped. Check “Independent QA Required” if you would like to authorize Independent QA. Then, select the type of organization (e.g. CTP) and the organization performing the QA task. Correct selection of “Organization Type” and “Organization Name” ensures the QA task is routed to the Work Item List of all potential Independent QA Task lead(s) of that organization. The QA task will appear after the Data Development Task has been completed and the content has been validated by the NSP. Enter the baseline “Start Date” and “End Date,” and “Cost” information, for the Independent QA Task. The contract information is not tied to any MIP functionality but it will appear in the reports. 10 (Continue) To authorize Independent QA later, check the “Planned Task” box AND the “Independent QA Required” box. Caution: If you select the “planned” box without the “QA required” box the QA task will be dropped. The MIP allows you to select the proposed organization (e.g. CTP) that will be performing the task and the contract information at this point but these fields can be left blank. (Click “Add Cost” to save contract data.) After the Data Development Task has been completed and the content has been validated by the NSP, the “Authorize Independent QA” task will appear on your Work Item List. All planned Data Development Tasks (and associated QA) will need to be authorized and completed for an area prior to making a preliminary map. 11 (Continue) If you do not want to perform Independent QA on the Data Development Task leave this section blank. Caution: You will not be able to require Independent QA for this task later unless the Data Development Task is planned. If Independent QA for an authorized task is not required (authorized or planned), the NSP will have the option of auditing the task after validating the content. Any combination of planned or authorized tasks and Independent QA for the tasks is allowed. On the Authorize Planned Data Development Task screens (in the Manage Data Development module) you will have the opportunity to change the requirement for Independent QA to authorized, planned or dropped. 12 (Continue) Select and add the area(s) you want grouped together with each Data Development Task. The area drop-down list is pre-populated with the area(s) that were selected when finalizing the project scope. Once you select an area click “Add Area” (repeat for each area). Multiple areas can be assigned to a single task. Grouping multiple areas with one Data Development Task will require that they share one set of contract and schedule information. Note: You can eliminate an area from the project at this point by not associating it with any tasks. 13 (Continue) Once you have selected a Data Development Task (and optional Independent QA Task) and corresponding area affected by the task, click “Add Task” to enter the information into the MIP. It is recommended that you click on “Save Work” after each task is added. Caution: This screen is iterative. After you add the first data development task and corresponding study area you must fill out the entire screen again for the next task and corresponding study area, and so on. Additionally, any combination of tasks and areas is allowed, including repeats. However, if one task is assigned to an area multiple times it will become difficult to keep track of them as they progress through the workflow. 14 The Area Specific Mapping Tasks screen allows you to authorize preliminary map production and post preliminary processing for study project areas. The “Area” drop-down list is pre-populated with the area(s) that were selected when finalizing the project scope. Select an area which is associated with at least one Data Development Task to be performed. Caution: The MIP does not prevent you from authorizing preliminary and post preliminary tasks for areas not associated with at least one Data Development Task. 15 (Continued) Select the type of organization (e.g. CTP) and the organization to produce and distribute preliminary map products for the selected study project area. Correct selection of “Organization Type” and “Organization Name” ensures the “Produce Preliminary Map Products” task will be routed to the Work Item List of all potential Preliminary Map Products Task Lead(s) of that organization. After all the Data Development Tasks for the selected area have been completed (and passed QA), the “Produce Preliminary Map Products” task will appear on that organization’s Work Item List. 16 (Continued) Enter the baseline “Start Date” and “End Date,” and “Cost” information, for the preliminary map products task. The contract information is not tied to any MIP functionality but it will appear in the reports. Click “Add Cost” and repeat for each negotiated cost. Then proceed to selecting the organization responsible for post preliminary processing. Note: Independent QA for the preliminary map is always performed by the NSP, therefore no QA contract information needs to be entered. 17 Select the type of organization (e.g. CTP) and the organization responsible for post preliminary processing of the selected study project area. Correct selection of “Organization Type” and “Organization Name” ensures the post preliminary processing tasks will be routed to the Work Item List of the appropriate post preliminary task lead(s) of that organization. Enter the baseline “Start Date” and “End Date,” and “Cost” information, for the post preliminary processing tasks. Click “Add Cost” and repeat for each negotiated cost. Important Note: The “End Date” for post preliminary processing should be the projected effective date. For all study workflow tasks, there will be a Review screen (where all task information entered can be reviewed) and a Complete Task screen. 18 (Continued) After the preliminary maps have been distributed for the study area, the post preliminary processing will begin. Note: Independent QA for the final map product is always performed by the NSP, therefore no QA contract information needs to be entered. The preliminary map production and post preliminary processing for an area can be planned. If you would like to authorize one and plan the other, enter the appropriate information and leave the rest blank. Leaving both sets of information blank will automatically plan both. 19 (Continued) Print the screen for each area before you select “Add Area.” The review fields for the information on this screen just indicate if the preliminary and post preliminary tasks for each area are funded or planned. Caution: This screen is iterative for a multiple area project. After you add an area, identify the organization to produce preliminary map products, and identify the organization responsible for post preliminary processing you must fill out the entire screen again for the next study area, and so on. 20 (Continued) Once the information entered has been reviewed and the “Complete Task” button has been clicked, all authorized tasks will be routed to the Work Item List of all potential task lead(s) (e.g. Base Map Task Lead, Hydrology Task Lead, etc.) of the organization selected to perform the Data Development Tasks. All of the planned tasks will appear in the “Authorize Planned Data Development Task” work item on your Work Item List.
