Where we came from, where we are, and where are (may be?) going

Maseno issues and challenges are typical of many African universities

 Main Campus ◦ Admin ◦ Graduate school ◦ Arts library ◦ Student hostels

The major teaching and research centre Computer Labs Lecture halls Science library University clinic Faculties and schools

 The seventh and second youngest public university in Kenya  The only university in the world that lies on the equator (?)  Three campuses: two in Maseno and one in Kisumu city, on the shores of Lake Victoria  Student population: 4,500 U/G, plus 500 P/G

 Varsity Plaza in Kisumu city  Evening programs  Postgraduate progs  E-learning centre  MITC/ICT4D

1990-2001: two computer labs with 80 computers serving all students Mainly used by computer science and maths students. Limited access by faculty Dial-in modems for Internet access in administrative offices only. No Internet access by students and faculty General poor IT literacy level in students and faculty. Computer/student ratio (CSR) of 0.02

 Steep bandwidth improvement: ~7 Mbps, fiber expected soon, at $ 600/Mbps  Six Labs with ~600 computers, CSR=.15  All degree programs with IT (30%), all years  Improved access and IT literacy among faculty, but limited use of ICT in teaching,≤10%  ODL and e-Learn initiatives, circa 2006  No P/G in ICT; shortage of ICT lecturers

 Unlimited access to ICT resources by faculty and students  100% IT literacy among faculty  Adoption and effective use of e-L and LMS  ICT integration in administration  Increased use of e-Library and web resources  Increased online collaboration

 Intent to start ODeL at varsity Plaza: 2006  Member of Consortium since 2007  Hosted e-L Africa breakout session May 2007  Some faculty trained on ICT for education: MOODLE LMS Platform  Video-conferencing equipment acquired  ICT/e-L Policy designed 2008  EDULINK exchange programs: ICT4D and e-L curriculum developed: Aug-Sep 2009.

 Collective research sponsored by DelPHE/British Council ◦ ICT4D public-private partnerships ◦ Survey of LMS in African HEIs  EDULINK (ALANGA) project sponsored by EU ◦ Staff exchange with Royal Holloway’s Dorothea Kleine: ICT4D course at third year undergraduate ◦ Staff exchange with Joensuu’s Vasileois, P: E- learning curriculum, “Teaching the teachers”.

E-readiness Model: Used by Kenya Education network (KENET) www.kenet.org.kewww.kenet.org.ke 1. How “e-ready” is Maseno: degree to which a HEI participates in the networked world for learning, teaching, research, and management. [KENET 2009] 2. Networked Readiness Index (NRI): HEI’s degree of preparation to participate in and benefit from ICTs. Measured in terms of ICT Environment, Readiness, and Usage.

◦ Degree of ICT4D success in Maseno considered in terms of 17 indicators of NRI considered in five groups:  Network Access  Networked Learning  Networked Society  Networked Campus  Institutional Policy and strategy ◦ A scale f 1(unready) to 4 (ready) is used for each indicator.

 Information Infrastructure: 1.5 (1.7) ◦ Improve for real-time voice and video traffic  Internet: current speed ~7Mbps. Adequate for 5000 students and faculty ◦ Availability: 1.3 (1.4) ◦ Affordability: 4.0 (2.4)  Network speed and quality: 1.5 (2.0)  Overall network access rating: 2.1 (2.14)

 Networked Campus issues ◦ Networked campus environment: 2.3 (3.0) ◦ E-campus: 2.6 (2.7)  Networked learning: 1.6 (1.2to 3.1) ◦ Developing ICT workforce: 1.7 (1.5) ◦ ICT in libraries: 2.5 (2.0) ◦ Enhancing education with ICT: 1.6 (2.1) ◦ ICT research ad innovation: 1.2 (1.6)

 Networked society: 2.8 (2.6 to 3.3) ◦ People & Org. online : 2.4 (2.5) ◦ Locally relevant content: 3.0 (3.0) ◦ ICT in everyday life: 2.6 (2.6) ◦ ICTs in workplace: 3.4 (3.1)  ICT policy and strategy: 1.0 (1.0 to 3.1) ◦ ICT strategy: 1.5 (1.9) ◦ ICT financing: 0.5 (1.9) ◦ ICT human capacity: 1.0 (2.5)

 Maseno case is not unique: Kenya, EA/Africa  Information infrastructure still an issue:1.5/4  More financing for ICT; Policy adoption  Inadequate physical infrastructure: lecture rooms/studios/labs  Network access still a major issue  Capacity building critical, including change management

 KENET 2009: E- readiness survey of EA universities  17 indicators ◦ Network access (4) ◦ Networked campus(2) ◦ Netwk’d learning(4) ◦ Networked society(4) ◦ ICT strategy (3)  KENET 2007:E- readiness Kenya HEIs  Faculty/Students  Netwk’d Readiness Index(NRI)

 ICT inEdu, eprimer, Tinio V L ◦ Issues in the use of ICTs in Edu. ◦ Key challenges  ICT4D, Unwin T ◦ ICT in edu. (Selinger) ◦ Leadership and change management ◦ infrastrucure
