Training Module 1: Developing Your WIB Work Plan Connecticut Advanced Manufacturing Initiative (CAMI) June 17, 2015 Michelle Hall, CAMI Project Director Michelle Hall This program is (funded by or in-part by) a $15,000,000 Trade Adjustment Assistance Community College and Career Training (TAACCCT) grant from the U.S. Department of Labor, Employment and Training Administration. This Program is an equal opportunity employer/ program. Auxiliary aids and services are available upon request to individuals with disabilities.

CSCU responded to a Department of Labor request for proposal (RFP). They liked what they read and seven of Connecticut’s Community Colleges were awarded a $15M TAACCCT grant that we call CAMI. Now that CSCU has the money and we’re only a sub-recipient of a portion of the total allotment, why does my WIB need to develop a work plan? The proposal that was submitted addressed what we wanted to do and why we wanted to do it. It did not specify how each sub-recipient would accomplish these goals. Developing your WIB work plan… Work Plan Due 8/10/15

Accountability The goals and associated deliverables we outlined in the proposal were collective. When we accepted the $15M, we essentially promised to meet those goals. Without an explicit plan, it will be difficult for you to gage if you’re headed in the right direction and if you’re on target to meet your goals. You have a responsibility to one another, the Department of Labor, the public and your partner college(s), to ensure that your actions are planned and deliberate, guaranteeing that your time and money has been allocated wisely.

Wok Plan Elements You are not obligated to use the attached work plan template, but the format you do decide to use should include the following elements: 1. Goals 2. Objectives 3. Timeline (start/end) 4. Status updates 5. Responsible parties 6. Cost estimates (if appropriate) 7. Possible barriers
5
Work Plan Structure Each large goal will have a series of smaller objectives with corresponding tasks. Each objective will have associated completion dates, responsible parties, possible barriers, etc. Your objectives, and any goals you choose to add, will be specific to your WIB and your partner college(s) and should account for the uniqueness of your site. Goal Objectives Tasks See an example of a single, complete work plan goal on the next slide.

Writing Goals Even though there are existing collective CAMI goals, I have asked the colleges to think about additional goals. As you can see, on the pervious slide, I developed a work plan for myself and I created a goal called “Hire CAMI personnel”, which is not something spelled out in the original proposal. Nevertheless, it’s a huge goal and I don’t want to lose track of hiring and lag behind. As a WIB, your primary focus is recruitment; although, some of you may also be involved in retention and post-program employment. As a suggestion, I would recommend creating goals that address some of the following: 1. Outline a recruitment plan in concert w/ your partner college(s) 2. Complete quarterly programmatic reporting 3. Develop an employer outreach plan 4. Create a documented referral process Add as many goals as you need.
8
Important Reminders 1. While a single person should write your WIB work plan, in order to get buy-in and support, development of the plan should include your partner college(s). 2. Your WIB’s progress will be measured by the work plan that you develop. 3. Your work plan progress will be reviewed by the following: CAMI consortium members, College Presidents in a collective quarterly report, and The Department of Labor during our monitoring visit.

Timeline I am visiting each college with our finance officer the week of July 20 th. This is a follow-up to the 6/4/15 training. We are offering the colleges one-on-one support with their finances and programmatic concerns. I would suggest that you try to attend the session that will be held at your partner college if you have concerns. I will attach the “CAMI Roadshow” flyer if you are interested. I will be reviewing progress on each work plan during the CAMI Road show 21st – July 24 th. If you bring your work plan, I would be more than happy to provide guidance or suggestions (or just “ooh and ahh”)! Work plans are due August 10th Please contact me if you have any questions or would like to see more examples.me
