4. 4 Localism –something we prepared earlier still struggling to define it – Tories & Lib Dems differ decreasing the power of central government less bureaucracy increasing local power town halls communities individuals but no additional funding some would say it’s really about saving money

Mr Shapps has a plan but you’ll have to wait till Monday……
