Problem Statement Is the City of Hampton receiving the appropriate level of support and input from HRMFFA in relationship to the amount of funding invested? Is the City of Hampton prepared to continue to increase funding levels based on the products and support received from HRMFFA?

Background HRMFFA is an initiative of the Hampton Roads Mayors and Chairs Caucus. Established to collectively focus area efforts on preserving and growing Federal capabilities within the Hampton Roads region. Incorporated within the Commonwealth of Virginia in March 2006 as a tax exempt, not-for-profit 501c(4) organization. Full time staff of three oversee the daily operations of the Alliance and the accomplishment of goals and objectives as agreed by the Board of Directors –Executive Director, –Government Relations Coordinator –Administrative Assistant, –Administrative Assistant, HRMFFA employs the services of Akin –Gump lobbyist based in Washington DC. –Funding comes from the HRMFFA annual budget (All jurisdictions) Monthly retainer fee of ~$40.000 per month for the period July 07 – Jun 08

Background Mission: –To sustain and grow federal capabilities and presence in the Hampton Roads region and leverage Federal resources to encourage private investment Goals and Objectives –Mitigate losses and secure gains resulting from BRAC 2005 –Enhance the value of the regions security capabilities –Increase investment in the region’s federal capabilities –Broaden the region’s importance with Congressional decision makers –Leverage federal resources to secure private sector investments Use these as measures of success

Challenges & Observations Are the City of Hampton’s expectations met in terms of products and services provided by HRMFFA? What are the Regional perceptions and expectations with regard to HRMFFA? Does the City remain actively engaged with HRMFFA? How do we best capitalize & leverage our investments with HRMFFA? How does the City posture itself to positively influence & support the mission and goals of HRMFFA? Are the services HRMFFA provides unique and not provided by the City of Hampton’s staff?

Challenges & Observations Occurrences when HRMFFA’s has visited Federal Facilities in the City of Hampton with no prior coordination with staff Cross purposes with HRMFFA & NAST What tangible results have been delivered by HRMFFA to the City of Hampton?

Options Option 1: Retain HRMFFA’s services and provide detailed assignments with specific work products & deliverables to City Council and City Staff. Option 2: Pull out of funding HRMFFA

Recommendations Develop a strategic plan of action focused on the cities priorities –Commit the appropriate level of support & time on cities issues Develop close relationships with the cities designated representatives & focal points to better understand the complexities of the city’s strategic vision and relationships with the federal agencies Pre-coordinate visits to federal facilities in the Cities jurisdiction –Check with city staff working similar issues to ensure a collaborative approach when working issues etc. –Ensure the HRMFFA staff recognizes who takes the lead when dealing with Federal agencies with in a city or counties territories Define and establish measurements to provide an overall assessment of our investment –Use measurements to determine the funding level each year

Recommendation Adopt Option 1 –Provide a detailed assignment list to HRMFFA that outlines work products and deliverables that support the City of Hampton’s agenda with respect to its associated Federal Facilities Consultative Support & White Papers –AFCYBER, NASA, Langley AFB, Veterans Administration, etc. –Document the assignments and use the work products as measurements relative to the return on investment Assess HRMFFA’s deliverables and contributions prior to committing FY10 funds
