San Francisco Bay Review of November 7, 2007 fuel oil spill Presented to San Juan County MRC on 5 December 2007 by Dr. Tina Wyllie-Echeverria

7 November 2007: 0830 hr Cosco Busan 900’ freighter 90’ gash 56,000 gallons

Heavy fog restricted visuals Under estimated severity of spill Delay in contacting response team Blame for sideswiping Bay Bridge Ship Coast Guard Radar was not working properly? Captain thought he was on course when vessel control advised that the ship was off course

Booms and pompoms were used to capture the oil from the sea surface

1900 dead birds (pelicans to murrlets 600 being cared for Surf Scoters are most heavily impacted For every bird recovered it is estimated up to 100 are not (UCDavis) Photo by: Chris Kitting

NOAA model did a good job

Volunteer help Volunteer hotline overwhelmed “don’t call us, we’ll call you” “Indicative of a national lack of planning for volunteers” Wildlife response: 1000 trained volunteers in CA: 500 more trained and needed for long term care Plan for training sessions Plan for equipment needs Seattle Times Nov. 13, 2007

Action: One equipment need that we can consider is the OTTIMAT. Phillip McCrory of Huntsville Alabama came up with the idea. Hair clippings from hair salons are made into a mat. Human hair adsorbs 5 times its weight in oil. 1000 mats were used in SF with an added application of cleaning up oil on beaches as well as in water. Contaminated mats decomposed with oyster mushrooms in 3 months OttiMat™the natural oil spill solution http://www.smartgrow.us/ottimat.htm

The job of getting the oil out of the wetlands will be difficult. In studies 10 years after the 1989 Exxon Valdez spill in Alaska's Prince William Sound, scientists found traces of polycyclic aromatic hydrocarbons, a family of chemicals that are known to cause cancer and reproductive damage in lab animals. The chemicals were at levels considered to be toxic to marine life. Jane Kay at jkay@sfchronicle.com.

Fishing closure Concerns for: Crab Herring

LESSONS FROM THE COSCO BUSAN OIL SPILL – Report by California Assemblyman Mark Leno 1.Oil spill response inadequate (600’boom available-900’ vessel) 2.Not prepared for fog (in SF!) 3.The trained fishing fleet should have been deployed for booming, not just wildlife 4.Coast Guard failed to notify agencies of magnitude and consequences 5.20 people available to respond immediately, needed 60 6.Delay in booms to site at least 2.5 hours 7.Crabbing season opened without testing animals (limited closure) 8.Crews and equipment at oil refineries in Contra Costa County not deployed 9.Bunker fuel should be outlawed

Lessons Learned Immediate and extreme response Be prepared Oil corrosive to boats-marinas should have booms? Marshes particularly vulnerable Huge volunteer effort can be expected Just because “a unified command system” is in place does not mean it is ready to respond

Additional Resources Joe Gaydos is assisting at the wildlife rehabilitation center in Fairfield, CA and can offer insights on the wildlife issues San Juan Co. will face. Sandy Wyllie-Echeverria is part of the habitat damage evaluation team in San Francisco and can offer insights on “after the clean-up” aspect of the spill.
