Achieving policy impact of IMAGINE Roel Jongeneel (AEP/LEI/WUR, Wageningen - The Hague, Netherlands) March 2015
2
Introduction Impact of Imagine Can be a variety of impacts: contributions to debates around economic growth and development, changes in policies and practices, qualitative research providing new insights Needs systematic reflection making use of two helpful tools: Mapping stakeholders (Alignment, Interest and Influence Matrix) Theory of Change What to do? Discuss and review planned activities Make improvements where necessary
3
Understanding impact
4
Mapping stakeholders Alignment: will research lead to policy that stakeholders agree with? Interest: commitment of recourses/want something to happen? Influence: to what degree can SH sway debate/which role
5
Alignment, Interest and Influence Matrix Example AIIM
6
ToC: What change we expect, like, love to see? Example table: Theory of change
7
ToC: refinement step (during project) Make indicators of change more precise Identify what project contributes (add column to previous table) Identify what others contribute (add column to previous table)
8
Measuring impact Types of impacts (what to measure) Conceptual (knowledge, understanding, attitudes) Instrumental (changes in policy and practice) Capacity (ability of stakeholders) Enduring connectivity (networks, organisations) Set a realistic baseline (where to start from) Understand the current context Understand what policy impact may look like Construct and use a set of indicators (identify impact) Quantifiable indicators Qualitative indicators (stories of change)
9
What has still to be done...? Identify more/more precisely stakeholders? Map all stakeholders Discuss/review planned activities with team Develop and formulate Theory of Change Identify project’s role and mapping of outcomes
10
What did we already do?
11
Identifying and mapping stakeholders Policy makers (district, regional, national level) Agricultural extension agents Farmers (farm management practices) Other private sector agents Other sector agents NGO’s Local researchers International researchers (incl. GYGA)...
12
Planned activities for impact/dissemination Engaging farmers/extension workers On farm demonstration trial Field visits to demonstration trial in each case study region Farmer leaflet Extension agent leaflet Radio program outreach Engaging policy makers Policy Roundtable in Ethiopia and Ghana Policy brief for Ethiopia and Ghana
13
Identifying project’s role and mapping outcomes First effort has been made with the two impact pathways Engaging local agents Engaging policy makers Refinement/improvement Go through ToC for each country, taking into account case study choice Develop indicators
14
Concluding remarks/ action/ dissemination plan Achieving policy impact Make final stakeholder list Make AIIM matrix Describe current situation (baseline) Define indicators Leaflets & policy briefs Policy Roundtable Demonstration trial
