Pandemonium November 2008 - 13,14,17,18 Public Health Seattle & King County is hosting the CDC Strategic National Stockpile exercise for the WA State DOH Testing an array of capabilities in response to a pandemic influenza event The exercise will be run over 4 days, with a series of “mini-drills”

November 13, 2008 – Day 1 Surveillance and Epidemiology PHSKC CD/Epi team will be tested in case and contact investigation of the initial outbreak Communication Coordination with healthcare and PHSKC CD/Epi Healthcare organizations will have an opportunity to test receipt of health alerts from PHSKC and practice filtering those to front line clinicians

November 14, 2008 – Day 2 Patient Influx To meet Joint Commission requirements, each healthcare organization will have an opportunity to test influx – this will also drive some MAC Group decisions ESF-8 MAC Group Provide MAC Group with status update to test policy decision making process

November 14, 2008 – Day 2 PH and Hospital Public Information Officers Communications team from PHSKC will coordinate with the PIOs at each hospital to manage event messaging Test WATrac system as a means to coordinate PIO messaging

November 17, 2008 – Day 3 Strategic National Stockpile delivery Test delivery to each hospital, Alternate Care Facility and PHSKC Warehouse Test communications between hospitals and PHSKC regarding documentation of receipt of medicines Test internal dispensing plans Some hospitals will be testing this component on different days Engage PHSKC and Hospital Public Information Officers Coordinate messaging again via WATrac

November 18, 2008 – Day 4 Alternate Care Facility Set-up, logistics and operations of the ACF will be tested, including running volunteer patients through the system 4 observer group tours will also be conducted: Media Tour VIP Tour DOH Bus Tour Healthcare and Response Partners Tour

Pandemonium MAC Group Participation MAC Group meeting is conducted via conference call [LHO, EMS and MEO will co-locate] Information regarding the event will be sent at least 24 hours in advance of the MAC Group call, including a list of potential policy issues that need resolution and the agenda for the meeting Important to read material prior to the call and be ready to provide input

Pandemonium MAC Group Participation Purpose of MAC Group Meeting (conference call) is to test a decision making process Call is facilitated by the MAC Group Coordinator [Chief Admin. Officer for PHSKC - Ben Leifer] No right/wrong answer – testing protocols for briefing the MAC and reaching a decision

Pandemonium Exercise objectives for healthcare Test ability of hospitals to respond to an influx of patients (Joint Commission Requirement) Evaluate ability of Area Command to communicate with healthcare facilities across the region Evaluate ability of healthcare facilities to communicate with outside agencies

Pandemonium Exercise objectives for healthcare Provide healthcare facilities and partners with information regarding the Alternate Care Facility Provide healthcare partners with situational updates, including MAC group decisions/recommendations Coordinate public messaging with Public Health Communications via WATrac

Pandemonium Healthcare organizations that are Joint Commission accredited are encouraged to also test the following elements: Communicating during emergency conditions. Managing resources and assets during emergency conditions. Managing safety and security during emergency conditions. Defining and managing staff roles and responsibilities during emergency conditions. Managing utilities during emergency conditions. Managing clinical activities during emergency conditions.
