Using HAZUS-MH for Comprehensive Planning Bill Bohn, Tetra Tech June 20, 2007
2
Comprehensive Plan Elements Data collection Data analysis Public participation Recommendations
3
Data Collection Collect data on current conditions HAZUS-MH data may be used as a base but should be updated Inventory data Population data Hazard data Physical environment Other GIS data
4
Inventory Data Building occupancies – general and specific Transportation systems Critical facilities Agriculture Levees and dams (including high hazard)
5
Population Data Population density Vulnerable populations –Elderly –Impoverished
6
Hazard Data Floodplains Wind speeds Potential ground motion Dam breach inundation area(s)
7
Physical Environment Data Digital Elevation Model Soils Landslide susceptibility Liquefaction susceptibility
8
Other GIS Data Land use data Land cover data Zoning data Environmental data Municipal boundaries Collect and update metadata for all data sets!
9
Data Analysis Overlay GIS data Use HAZUS to analyze potential growth sites Use HAZUS-MH to evaluate new building codes
10
Overlay Examples Transportation systems on population centers and future growth areas Population centers and critical facilities on the physical environment features Building occupancies on land use
11
Potential Growth Areas Analyzed Using HAZUS-MH Run a flood analysis on future growth sites to show and compare potential losses. Will future development change the floodplain? May need to update physical environment data. Run an earthquake analysis on future growth sites. Are some areas susceptible to landslide or liquefaction?
12
Potential Building Codes Analyzed Using HAZUS-MH Use the hurricane wind mitigation options to determine how changing the building codes will affect potential losses in new growth areas. Use the HAZUS-MH flood model to analyze changes in local floodplain management ordinances.
13
Public Participation Keep the public informed using maps and tables. Use maps to help explain the analysis during discussions. Create interactive maps.
14
Recommendations Map the community’s vision. Areas of growth and change New transportation Building code changes Land use Document the analysis completed in HAZUS-MH. Include metadata in documentation.
15
Conclusions Although HAZUS-MH is commonly used for mitigation planning it may also be used for comprehensive planning. HAZUS-MH may be used to support several different elements in the comprehensive planning process.
