SOLID WASTE & RECYCLING COLLECTION FEE INTRODUCTION Fee of $36/year Proposed by the Solid Waste Division Approved by the Council as part of the 2016 Budget Staff was charged with determining the most efficient and cost effective way to implement the fee In-House (~$75K) Requires Full Time Position to Manage ~$8500 per year in Supplies & Postage ~$50K to staff (Wages & Bennies) Credit Card Fees Third Party Similar, but slightly less costly

SOLID WASTE & RECYCLING COLLECTION FEE FEE BILLING REPUBLIC SERVICES Agreed to provide the service at reasonable cost provided extension of existing contract extension allowed under their existing contract Could be done for 1 year remaining in the contract cost would be significantly higher Billing Cost for 2016 $2.35 for each invoice/bill Equals ~4.01% of amount being billed Cost of billing adjusted annually by Garbage & Trash CPI (2% min-3.5% max) Republic pays Summit County $36 x residential units divided by the 12 months less the $2.35 A $50 fee will be charged to non-paying customers Republic is responsible for all costs to administer and collect the County fee to be invoiced Republic will spend $24,000 on public education to communicate the new fee via radio and mailers

SOLID WASTE & RECYCLING COLLECTION FEE SERVICE OPPORTUNITIES REPUBLIC SERVICES - New Service Opportunities Republic will be able to provide new services charged to residential customer. Curbside extra bag service Summer bulky waste pick-up Green Waste Other options may also present themselves Any new service and cost must be reviewed and approved by the County Council/Manager prior to implementation. Republic will continue to bill residential units for extra trash and recycle services. Increased Fees must also be reviewed and approved by the County Council/Manager prior to implementation

SERVICES CONTRACT EXTENSION REQUEST CONTRACT EXTENSION Republic Services Agreement Extension Existing Agreement allows a 5 year extension July 2017 to July 2022 Proposed Adjustments Adjusted annually based on the Garbage & Trash CPI Index (2% min-3.5% max) Adjusted on July 1 of each year A $0.79/home/month increase for curbside recycling for 1 st and 2 nd cans Initiated on January 1, 2017 and adjusted annual by $0.05/home/month based on the increase/decrease of recycling commodity value of -$20/ton (baseline) Change will be adjusted annually using the average of the previous 12 month’s values Republic will pay the current Tipping Fee in affect at the time of service All pricing/contract adjustments will be approved by the County prior to initiation Occurs during the annual budget Adjustments would occur on July 1st of each year

SERVICES CONTRACT EXTENSION REQUEST CONTRACT EXTENSION Republic Services Agreement Extension Republic is seeking language to allow the option of renewing the agreement for additional terms Requesting decision on billing and contract extension ASAP in order to implement billing by end of June Agreement Extension prepared by David Thomas, Chief Civil Deputy County Attorney & Reviewed by Republic Seeking County Council consent to approve: FIRST AMENDMENT TO AGREEMENT FOR RESIDENTIAL REFUSE AND RECYCLABLES COLLECTION
