What we wanted from tenant scrutiny (guiding principles) a tenant-led scrutiny process clear and agreed roles, rights and responsibilities a robust strategic scrutiny approach as part of governance a co-regulation approach

Terms of Reference – very important! aim and role of the Panel description of duties access to information and sharing outcomes membership and recruitment training and development resources code of conduct impact assessment

Supporting Panel members induction process for new Panel members skills analysis and appraisals team building, communication skills facilitated service review process – training in how to conduct an inspection – benchmarking best practice analysis, value for money conducting surveys, report writing etc

Supporting Panel members £10 voucher for attending quarterly monitoring meetings and £30 voucher for service review admin and other support provided by Community Development Team

Teign’s top tips for tenant scrutiny…… build from where you are – aim for sustainability involve board/mgmt/staff /tenants in design – buy in make sure you have effective communication links – no doubling up of work and must link to governance organic, not fixed – flexibility to respond link to cross cutters and decision making timetable take everyone with you – TAKE TIME!

Why tenant scrutiny has worked for us……. tenants actively making strategic recommendations (two service reviews) accountability (staff, tenants and Board) the Board has become closer to service delivery Value for Money approach tenants are real partners in shaping policy and resources
