7/14/2016Developing & validating an outcomes-based BS in Homeland Security 9 Process 1) Delphi Technique Structured process for collecting and distilling knowledge from a group of experts by means of a series of iterative surveys interspersed with controlled opinion feedback. Through several iterations, this process synthesizes the responses, resulting finally in a consensus that reflects the participants' combined intuition, experience, and expert knowledge.

7/14/2016Developing & validating an outcomes-based BS in Homeland Security 10 The tool - Definitions {academic} Homeland security: may be described as the term generally used to refer to the broad national effort by all levels of government - federal, state, local and tribal - to protect the people, and territories of the United States from all threats and hazards both foreign and domestic. Educational objectives: are statements that describe the career and professional accomplishments that the program is preparing its students to achieve and are based on the needs of the constituents. These are typically exemplified by graduates 5-10 years after graduation Core academic areas of Homeland security: are major functional areas of homeland security which correspond to an extant academic discipline.

The aim is to elucidate a structure for an outcomes-based BS in HS.

Develop a set of core academic areas. Develop KSAs (or program level outcomes) for each core academic area. Methodology – use an online Delphi Technique with 8 selected panelists.

7/14/2016Developing & validating an outcomes-based BS in Homeland Security 18 Results to Date – Ed Objectives 1) Instill in our graduates skills, knowledge and abilities appropriate to the profession of homeland security. 2) Infuse each graduate with a desire to be a lifelong learner and to pursue subsequent degrees or other professional certifications appropriate to the profession of homeland security. 3) Instill an appreciation of one’s civic duties and responsibilities to society.

1) Intelligence - A systematic process of collection, analysis and dissemination of information in support of national, state and/or local policy or strategy. 2) Terrorism - The threat of violence, individual acts of violence, or a campaign of violence designed primarily to instill fear. Terrorism is violence for effect: not only and sometimes not at all for the effect on the actual victims of the terrorists’ cause. Fear is the intended effect, not the by-product of terrorism. 3) Research and Development - Research into and development of new and emergent technologies or strategies, and successfully applying them in support of homeland security goals and objectives. Results to Date – 9 Core Academic Areas

4) Law & Policy - Legal and policy formulations that provide the basic direction of homeland security means and objectives and establish a context for homeland security within the broader purview of national security. 5) Emergency Management - The process of coordinating available resources to deal with emergencies effectively, thereby saving lives, avoiding injury or illness and minimizing economic losses. This protection process involves four phases that are reinforcing and mutually dependent: preparedness, response, mitigation and recovery. 6) Risk Analysis - A systematic method of identifying the assets (e.g., critical infrastructure and key assets) of a system, the threats (i.e., strategic, political, economic or cultural) to those assets, and the vulnerability of the system to those threats in such a way as to be able to quantify threats and their consequences to a system for the purpose of developing appropriate countermeasures. Results to Date – 9 Core Academic Areas

7) Critical Infrastructure - Systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of these assets. 8) Strategic Planning - the process of defining an organization’s strategy (a long term plan of action designed to achieve a particular goal or objective) or direction and making decisions on allocating its resources to pursue this strategy, including its capital, its technology and its human resources. 9) Environmental Security - a process for effectively responding to changing environmental conditions that have the potential to destabilize the political economy or governmental infrastructure of a nation or region which reduces peace and stability and thereby affects US national security. Results to Date – 9 Core Academic Areas

7/14/2016Developing & validating an outcomes-based BS in Homeland Security 22 Next Steps 1) Complete the study and identify a set of KSAs for each core academic area. 2) Publish a manuscript of the process. 3) Modify curriculum and create a new set of MCOs for each core course. 4) Development of assessment matrix and continuous quality improvement process. 5) Maintain expert advisory panel! 6) Recruit internship sites, fill with students. 7) Obtain accreditation!
