12 CBJT & HGJTI Performance Refresher Quarterly Performance Reporting Requirements Updated OMB-approved quarterly progress reporting requirements took effect on October 1, 2011, beginning with the report submitted for the quarter ending December 31, 2011 –Updates have not added new reporting requirements for grantees, but rather allow grantees to capture outcomes they were already tracking and reporting in a different way. (Please refer to “Performance Reporting Greatest Hits FAQ” for additional information)

13 CBJT & HGJTI Performance Refresher Quarterly Performance Reporting Requirements Key Updates: –Incorporation of the Reporting and Glossary Guide into the approved required reporting package –Update to the definitions for the data elements “Number Entered Employment” and “Number Entered Training-Related Employment” on the ETA-9134 Form Now captures employment outcomes for participants who successfully complete education/training activities and secure employment after the quarter of completion –Update to the definition for the data element “Number Received Degree/Certificate” on the ETA-9134 Form Now captures credentials attained for participants who successfully complete education/training activities and obtain credentials after the quarter of completion

14 CBJT & HGJTI Performance Refresher Quarterly Performance Reporting Requirements – CBJT Rd 5 ONLY CBJT Rd 5 grantees (awarded July 1, 2010 and grant number begins with CB-20XXX) have additional outcomes identified in their SGA –Type of Credentials Received –Total Credentials Received –Employment Retention These outcomes (applicable ONLY to CBJT Round 5 grantees) should be reported in the narrative report, section D1.I. Additional Information (Be on the lookout for the highlighting additional outcome requirements specifically for CBJT Round 5 grantees!)

16 CBJT & HGJTI Performance Refresher “Real-time” Outcomes vs. ETA’s Common Performance Measures “Real-time” performance measures are reported by all grantees for the quarter in which the activity occurred, in alignment with grantee SOWs. Including: total participants served, number completed education/training, number entered employment, and number entered training-related employment In Addition, CBJT Round 5 grantees ONLY report types of credentials (received upon program completion), total credentials received, and employment retention in section D.1I of the narrative report. ETA’s Common Performance Measures are exit-based and are separate from, and in addition to, outcomes reported by grantees on the ETA-9134 Form and in narrative reports.

18 CBJT & HGJTI Performance Refresher Reporting Common Performance Measures Outcomes Common performance measures are exit-based, and are separate from, and in addition to, real- time outcomes reported by grantees on the ETA-9134 Form. Common performance measures include: entered employment rate; employment retention rate; and, average earnings. Option 1: Submit SIR files to ETA and ETA calculates results on behalf of grantees. Option 2: Grantees calculate through supplemental data and submit results to ETA. Upload an Individual Records File (in.CSV format) OR click the No Exiters check box.

20 CBJT & HGJTI Performance Refresher Reporting Participants Served Total Exiters: All participants who exited during the previous reporting period, successful completers or not,are entered here. Total Participants Served: All participants who received grant-funded services during the reporting period. This includes new participants and all other participants continuing to receive grant-funded services. New Participants Served: Total number of people who received their first grant funded service during the reporting period. Demographic Data (Refer to the Guidebook for additional information on reporting participants served)

21 CBJT & HGJTI Performance Refresher Reporting Demographic Information Demographic information self-identified by participants includes: gender, ethnicity, racial information, and persons with a disability Ethnicity is captured prior and in addition to race ‒ “Hispanic/Latino” = participants who self-identify their ethnicity as Hispanic/Latino Of those participants who self-identified their ethnicity as Hispanic/Latino, report racial information, as appropriate Note: Some individuals that self-identify their ethnicity as “Hispanic/Latino” do not self-identify a racial category. If an individual does not self-identify a race, then racial information would not be reported for the individual. Reporting Participants Served

23 CBJT & HGJTI Performance Refresher Reporting Education/Training Activities “Completed” indicates successful completion of education/job training activities in the reporting quarter –Reported only one time for each individual –Completion triggers participant follow-up activities, such as collecting and reporting credential and employment outcomes Credentials –Reported for participants that successfully complete –Grantees can now report all credential outcomes achieved to-date on the ETA- 9134 Form, as it aligns with the definition for this data element For all grantees, credentials obtained upon completion are reported as C.2a “Number received a Degree or Certificate” FOR CBJT Round 5 grantee ONLY, addition credential outcomes obtained upon completion are reported in section D1.I of the narrative report for “Type of Credential” and “Total Credentials Received” –Credentials obtained prior to program completion should not be reported on the ETA-9134 Form, however, grantees should report all pre-completion credentials obtained in section D.1I “Additional Information” of their quarter narrative report, as appropriate.

24 CBJT & HGJTI Performance Refresher Reporting Employment Outcomes All CBJT & HGJTI grantees are required to report “real-time” employment outcomes on the ETA-9134 Form, in alignment with the outcomes that they identified in their statement of work –In addition, CBJT Round 5 grantees ONLY are required to report “real-time” employment retention outcomes in section D1.I of the narrative report, in alignment with outcomes they identified in their statement of work Reporting “Entered Employment” and “Entered Training-related Employment” –Grantees can now report employment outcomes achieved to-date on the ETA-9134 Form, as it aligns with the definitions for these data elements –“Entered Employment is a sub-field of “Number Completed Education/Training Activities. Participants must be reported as completers to be reported as entered employment on the ETA-9134 Form “Entered Training-related Employment” is a sub-field of “Entered Employment” and “Number completed Education/Training Activities.” Participants must be reported as completers and entered employment to be reported as entered training-related employment on the ETA-9134 Form NAICS codes are reported for all participants reported as “Entered Training-related Employment” –FOR CBJT Round 5 grantee ONLY, addition employment outcomes obtained upon completion are reported in section D1.I of the narrative report for “Retained Employment.”

25 CBJT & HGJTI Performance Refresher Reporting Employment Outcomes – Incumbent Workers Individuals employed at the start of training must obtain a new position of employment after program completion to be reported as “Entered Employment” and “Entered Training-related Employment” on the ETA-9134 Form. –If incumbent workers complete grant-funded education/job training activities and retain employment, but do not meet ETA’s definition of Entered Employment (data element C.2b), these incumbent worker employment outcomes should be reported in section D.1.I “Additional Information” of the narrative report, as it aligns with the grantee’s outcomes identified in their Statement of Work (SOW). 26 CBJT & HGJTI Performance Refresher Number Completed Education/Job Training Activities: Participants who successfully completed education/job training activities. An individual participant may only be reported once in “Number Completed Education/Job Training Activities,” and can then also be reported in subsections 2a, “Number Received Degree/Certificate,” 2b, “Number Entered Employment,” 2c “Number Entered Training-related Employment,” and under a NAICS sector. For CBJT Round 5 grantees ONLY, participants reported in “Number Completed Education/Job Training can also be reported for “Type of Credential,“ “Total Credentials received,” and “Employment Retention” in the narrative report. Number Entered Training -Related Employment: This field is a sub-set of C.2b Number Entered Employment, An individual participant reported here must also be reported in C.2b Number Entered Employment. Must be equal to the sum of the numbers entered in the North American Industrial Classification System (NAICS) Sector fields. 33 CBJT & HGJTI Performance Refresher Final Progress Reports: For the last calendar quarter in which grantees are active, they will not submit a quarterly performance report, but will include information on their activities that quarter in the Final progress report submitted in EBSS. Reports are due within 45 days after the end of the last calendar quarter in which their grant was active and no later than 90 days after all funds have been expended or the period of grant funds availability has expired. ‒ For grants whose period of performance ends or all grant funds have been exhausted during the first 45 days of a calendar quarter, please note that the Final progress report must be submitted in EBSS within 90 days of this end date. Submitting Final Progress Reports: Final progress reports are submitting in EBSS by selecting the quarter end date for the last quarter in which the grant was active. ‒ Note, there is not a “Final Report” option in EBSS. Grantees should clearly identify in their narrative report if a report is the Final Report. Final Progress Reports

34 CBJT & HGJTI Performance Refresher Accessing your grant’s common measure results! CBJT and HGJTI grantees are able to access their grant-specific Adult Common Measure results for all quarters in which exiter cohorts were reported. Adult Common Measure results are provided in the Common Reporting Information Services (CRIS) Reports through the EBSS on-line reporting system. ‒ CRIS is the arrangement used by DOL/ETA to match wage records to exiter information provided in SIR files in order to calculate Adult Common Measure results, providing national and grantee-specific aggregate results reports by quarter and by cumulative 4- quarter periods. 35 CBJT & HGJTI Performance Refresher How to Access CRIS Reports Log in to your grant’s EBSS user account On the main EBSS Quarterly Performance Reporting page select the link “Common Reporting Information Services (CRIS)” located directly beneath Report Date drop- down menu

36 CBJT & HGJTI Performance Refresher Select a specific report quarter from the drop-down menu, identify preferred report format, and select “Generate Report” If available for the selected quarter, a CRIS report will be generated reflecting Adult Common Measure results available for both the “current quarter” selected and “cumulative 4-quarter” through the quarter selected If results are not yet available for the quarter selected, the following message will be displayed, “There are no results to report for this quarter.” How to Access CRIS Reports
