2 International Code of Conduct on the Distribution and Use of Pesticides Rotterdam Convention on the Prior Informed Consent Procedure for certain hazardous Chemicals and Pesticides in international trade

3 The International Code of Conduct on the Distribution and Use of Pesticides  Adopted in 1985 by all FAO Member States, amended in 1989 and substantially revised in 2002  Article 9, as amended in 1989, later evolved into the Rotterdam Convention  Revised version has more emphasis on IPM  Is available in Arabic, Chinese, English, French, Russian and Spanish from FAO stand and website

4 The International Code of Conduct on the Distribution and Use of Pesticides  Is the globally accepted standard for pesticide management by all stakeholders, i.e. governments, pesticide industry, public interest groups and farmer organizations  Is a comprehensive approach to improve pesticide management  Considers pesticide management a part of chemical management as well as sustainable agricultural development

5 Although it is a voluntary instrument …  It represents solid international consensus among stakeholders  Many governments modelled their pesticide legislation on the Code of Conduct  NGOs use it as a guiding reference document  Key parts of the pesticide industry have declared adherence to the Code of Conduct.  It serves as the authorative reference for pesticide management to International Organizations, Development Banks and public interest groups

6 The Code of Conduct is supported by a number of Technical Guidelines  Provide further guidance on specific subjects, such as Legislation; Registration; Labelling; Use; etc.  Drawn up with support of an Expert Panel  Play an important role in shaping national regulatory & enforcement frameworks for the control of pesticides  Can be found on FAO website: http://www.fao.org/agriculture/crops/core- themes/theme/pests/pm/code/guidelines/en/

7  Basically provides the SAICM agenda for management of pesticides  Implementation of the Code of Conduct should therefore play a key role in SAICM implementation  Requires a proactive approach to fully involve the agricultural sector in the SAICM process Code of Conduct has a large overlap with SAICM Global Plan of Action

9 Rotterdam Convention cooperation in international trade of certain hazardous chemicals to protect human health and the environment Contribute to environmentally sound use of hazardous chemicals, through information exchange Providing for a national decision-making process on import and export
