2 CGMSSEC/EUMETSAT, v1, 8 May 2014 Coordination Group for Meteorological Satellites - CGMS Introduction EUMETSAT undertakes activities related to data access in various WMO regions, in particular WMO RA-I and RA-VI and to a lesser extent in RA-II, RA-III and RA-IV; This paper focuses on the activities relevant to the regional requirement gathering in WMO RA-I, RA-II & RA-VI, where users are within the footprint of either the EUMETCast Europe or EUMETCast Africa broadcast service; In the case of RA-III, RA-IV and RA-V, EUMETSAT provides input to the requirement gathering processes organised by other satellite operators.

3 CGMSSEC/EUMETSAT, v1, 8 May 2014 Coordination Group for Meteorological Satellites - CGMS Requirement gathering in WMO Regional Association - I WMO RA-I – African National Meteorological & Hydrological Services (NMHS) – All WMO RA-I members have access to satellite data through the EUMETCast Africa service; – WMO RA-I Dissemination Expert Group (RAIDEG) is the prime focal point for data access requirements within the African continent; – RAIDEG regularly reviews the contents of the EUMETCast Africa service and identifies new or obsolete product requirements; – EUMETSAT maintains a requirements table which records new data requirements identified by RAIDEG.

4 CGMSSEC/EUMETSAT, v1, 8 May 2014 Coordination Group for Meteorological Satellites - CGMS Requirement gathering in WMO Regional Association - II WMO RA-II – Central Asian NMHSs – Through EUMETSAT’s cooperation with the Turkish State Meteorological Service (TSMS), the project SADCA is currently installing EUMETCast reception stations in NMHSs of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan & Uzbekistan; – These countries will have access to the data available via EUMETCast Europe service; – Future data access requirements will be addressed through regional Information Days.

5 CGMSSEC/EUMETSAT, v1, 8 May 2014 Coordination Group for Meteorological Satellites - CGMS Requirement gathering in WMO Regional Association – VI EUMETSAT Member States WMO RA-VI – EUMETSAT Member & Cooperating State NMHSs – New data & product requirements are identified through the twice-yearly Science and Operations Working Group meetings; – EUMETSAT and Third-Party product implementation plans record the new and enhanced product requirements; – These requirements are subsequently approved by the EUMETSAT Council.

6 CGMSSEC/EUMETSAT, v1, 8 May 2014 Coordination Group for Meteorological Satellites - CGMS Requirement gathering in the wider WMO Regional Association – VI WMO RA-VI – wider European NMHSs – The wider RA-VI community are located within the footprint of the EUMETCast Europe; – In 2011, through a EUMETSAT lead DAWBEE project 11 EUMETCast stations were installed in Eastern Europe and the Western Balkan region (Albania, Bosnia-Herzegovina, Montenegro, FYR Macedonia, Kosovo (UNSCR 1244), Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine); – EUMETSAT Information Days are organised at director level and aim to inform on the status of EUMETSAT programmes and to collect feedback from NMHSs on their needs and requirements for satellite data access and exploitation.

7 CGMSSEC/EUMETSAT, v1, 8 May 2014 Coordination Group for Meteorological Satellites - CGMS Processing Data Access Requests Requirements for new or enhanced products are handled via a formal User Feedback Management process, e.g.: – Step 1: EUMETSAT receives & records requests for the inclusion of new or the removal of obsolete data and products from the EUMETCast baseline (EUMETCast Europe, Africa or Americas); – Step 2: new product requests are accepted or rejected according to EUMETSAT Council agreed criteria. Those accepted are acted upon, resulting in an update to the Operations Dissemination Baseline. EUMETCast test disseminations are preformed to ensure correct implementation of the new product; – Step 3: Users are informed when the new product becomes available. Trial dissemination is performed to allow Users to validate the new product. Full dissemination commences after the successful trial period.
