5. Chapter 14: Transport policy Tolls and user charges applied in Montenegro are NOT discriminatory. They do not require excessive formalities and they do not present the barriers to the traffic flow Tolls and user charges are applied based on adopted rules (by-laws) In Montenegro, there is NO production capacity relates to the cars, trucks and car parts All vehicles that are used in Montenegro, are imported from abroad: “Decision on conditions to be met by used motor vehicles imported into the Republic of Montenegro” (“Official gazette of Montenegro” No. 46/2007) (Euro 3) 5 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union CURENT SITUATION

6. Chapter 14: Transport policy This decision establishes the amount of the annual fee for the use of roads payable at the registration of motor vehicles, tractors and trailers. The fee from the above mentioned decision shall be paid during the applying process for the vehicle registration, respectively for the renewal of vehicle registration, in single payment, in advance for 12 months, also including the month at which the vehicle registration and extension of vehicle registration is done. Exceptional, auto transport enterprises can pay the fees in installments, in the amount of one-fourth of the fee, three months in advance. For vehicles that are registered for less than 12 months, a proportionate amount of the fee shall be paid. 8. 8 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 14: Transport policy TOLLS Toll is only charged in the tunnel "Sozina" (4189 m), which is in accordance with sub-paragraph no. 12 of the preamble to Directive 1999/62/EC There is an alternative magistral road Sutomore - Petrovac – Virpazar Toll is charged for vehicles that are classified into six classes of vehicles The billing system: cash (purchase tickets at the toll station) prepaid cards system automatically payment without stopping (TAG system) There are no privileged categories

9.
