4 When the AAA was declared unconstitutional, Congress passed: 1. Soil Conservation and Domestic Allotment Act paid farmers to cut production of crops that deplete the soil rewarded farmers who practiced soil conservation methods 2. Second AAA Mid-1930’s: 2 of 5 farms mortgaged Creation of Farm Security Administration
