PGM Robert Vergara has a PSE Board Meeting this afternoon and asked me to represent him to this Leadership Training and Social Dialogue Planning Seminar. As indicated in the program, I will now present some highlights on the GSIS Policy and Program enhancements to provide the most responsive and accessible service to our 1.4 million active members. Let me start with the issues closest to your hearts….

2 Processing of separation/retirement benefits due to RATPLAN
4/28/2017 As as June 20, 2014: 4,493 applications processed Php Million gross benefit GSIS formed a “DepEd RATPLAN Task Force” to ensure that some 2,300 employees who opted to separate or retire as a result of the RATPLAN will receive their GSIS benefits promptly. Regular meetings with DepEd’s Usec and Co-Chair of the Change Management Team Lino Rivera were held with GSIS to ensure that the GSIS records of affected employees are in order, hence facilitating release of their benefits. As of June 2014, GSIS received a total of 1,463 separation and retirement claims. Of this total, GSIS already processed 844 claims; while 619 claims are still being processed. (for updating) We’re awaiting the submission by DepEd of a new list which contains the names of an additional 900 employees who availed of retirement/separation. 3 under DBM, DepEd & GSIS MOA
Refund of premiums under DBM, DepEd & GSIS MOA Massive refund of life insurance (GS share) benefits of 179,243 DepEd active and inactive members amounting to Php Million. Those who were granted refund were notified through: Agency Authorized Officers Text Blast (UBP) As a result of the tripartite MOA that was signed in Malacanang on 11 September 2012 among DBM, DepEd and GSIS, we have massively refunded the premiums (representing the government share) that were deducted from the life insurance benefits of around 93,000 DepEd active (39,000) and non-active (54,000) personnel. The refund was made in two tranches following payment by DBM – first tranche was in April 2013 and the second tranche was in March The total refund covering these two batches amounted to nearly Php1 billion. To notify those who were granted a refund, GSIS provided the list of employees who were refunded their premiums-GS to their agency authorized officers; and for inactive members, the Union Bank sent a text message to pensioners the refund was credited to their pension accounts.  Next– …. Impact of Members’ records updating 88% reduction in unreconciled accounts from 2010 to From a high of P30 billion, unreconciled accounts went down to P11 billion in 2011, P8.9 billion in 2012 and P3.6 billion in 2013. Next – improved posting and collection efficiency

As a result of the records updating, the efficiency of GSIS to accurately post and collect premiums and loans payment improved from 83.5% in 2010 to 90.3% in 2013. 6 Payment of Claims and Benefits
Disability 96% increase in claims and benefits The pay-out for claims and benefits (retirement/separation, disability, life insurance, funeral and survivorship benefits) amounted to a record Php83 billion in 2013, a two-fold increase compared to the Php46 billion disbursed in Claims were also processed within the prescribed turnaround time owing to the reduction in the number of documentary requirements and the electronic crediting of benefits (retirement, life insurance, survivorship and pre-need) to the accounts of members through their eCard or UMId card. 7 Systems enhancements Electronic billing and collection system (e-BCS)
e-GSIS MO Claims’ application through GWAPS Systems enhancements. We rolled out enhanced online systems to allow members to know the state of their records electronically. These include the following: Electronic Billing and Collection System (eBCS) – eBCS is a web-based reconciliation of billing and agency remittance prior to collection; GSIS started training of AAOs and ERF (electronic remittance file) handlers on the facility, beginning February to pave the way for its deployment this July; Electronic GSIS Members’ Online (eGSIS MO) – a facility where members may view their membership profile, premium payments, status of loan applications, loan repayments and balances, service records and Statement of Member’s Account (SOMA). As initial implementation, members aged 59 years old and above, may begin to access their records this December. Improved functionality of GSIS Wireless Automated Processing System where members can already view the tentative computation and application for claims in the kiosks and apply. And since these systems can be accessed via the internet, pensioners, members, and agency authorized officers can do these transactions in the comfort of their homes and offices. 8 Non-Suspension of Loan Privileges of Employees in Suspended agencies
4/28/2017 No more suspension for employees working in agencies that are delayed, deficient in premium payments (beginning July 2013) Suspended agencies to choose from any of 3 options to restore regular status: Full payment of premium delinquencies; MOA with GSIS; and Payment of at least 90% of any 3 consecutive months’ premium obligations; sign undertaking with GSIS to enter into MOA. Beginning last July 2013, GSIS restored the loan privileges of government employees working in suspended agencies. Suspended agencies may choose from any of three options to restore the loan privileges of their employees: They may pay their premium delinquencies in full; or restructure their arrears and commit to settling these through a Memorandum of Agreement (MOA) with GSIS; or upon payment of at least 90% of any three consecutive months’ premium obligations beginning July 2013, sign an undertaking to enter into a MOA with GSIS for the settlement of its premium deficiencies. next slide – MOA signing with suspended agencies Maaasahan ng Lingkod - Bayan

4/28/2017 Opened NCR-Pasig Extension Office Covers more than 107,000 members and 15,000 pensioners in Pasig, Pateros, Taguig, Marikina and Rizal province Facilitates better coordination with DepED Central Office in Pasig Funeral Claim Retirement Death Claim Pre-need CSV Maturity Disability Launched a Pasig extension office to make our services more accessible to over 107,000 GSIS members and nearly 15,000 pensioners based in Pasig, Pateros, Taguig, Marikina and Rizal province. Near DepEd’s Central Office, whose personnel accounts for 73% of Pasig’s membership base. This September, we are also scheduled to break ground for a new Quezon City Branch office which will serve more than 200,000 members and pensioners in the area. As well, plans are underway to construct branch offices in Bohol and Cabanatuan this year. Next… inauguration of service facilities at the Pasay head office…

11 Opened new Service Facilities at Head Office
4/28/2017 Last February, Senate President Franklin Drilon, inaugurated the newly-renovated service facilities for our members and pensioners at the Pasay City Head Office. These include a Pensioners’ Lounge and an e-Servicing Center for eCard enrollment. Next – streamlining of requirements

Our 24/7 contact center is now fully operational. Our our members and pensioners need not visit our offices and they can just call us from the comfort of their homes. Next – streamlining of documents

13 Streamlining of Documentary Requirements
Separate clearances from the Office of the Ombudsman, Civil Service Commission and Office of the President are no longer required. Instead, retired members will submit a Declaration of Pendency/Non-Pendency of Case. Members, pensioners and other claimants of GSIS will now find it easier to comply with documentary requirements in filing for their social insurance benefits after reducing the number of forms that have to be accomplished and submitted.  Around one to seven documents were weeded out from the previous set of GSIS requirements for retirement/separation benefit, life claim, funeral benefit, survivorship benefit, preneed claims, employees’ compensation, request for check replacement, check releasing and over-the-counter (OTC) loans granting. GSIS no longer requires submission of three separate clearances from the Office of the Ombudsman, Civil Service Commission and Office of the President from retiring members. Instead, they will submit the Declaration of Pendency/Non-Pendency of Case along with their fully-accomplished retirement application forms. Next, eCrediting of claims …

4/28/2017 Used e-Card in Paying Claims starting Oct 14, 2013 Credits claim proceeds electronically via eCards instead of checks Ensures timely release of benefits Makes processing twice as fast than traditional check payment Funeral Claim CSV GSIS benefits such as retirement, life insurance, survivorship and pre-need (for education and memorial) claims are now electronically credited to the accounts of GSIS members through their eCard or UMID card, instead of releasing the benefits through checks. GSIS members will no longer have to wait for their claim checks to be printed, deposited and cleared before encashing them in the bank. This ensures the timely release of benefits to members and gives them the option to withdraw the amount from the nearest ATM. (next slide- GSIS Scholarship program…)

4/28/2017 AY GSIS Scholarship Program Allows low-income members to send children to school Exclusive to children of GSIS members Php20,000/semester and Php2,000 monthly stipend We are now processing the applications for the 200 scholarship slots for academic year Previously, the mode of choosing scholars was done through an electronic raffle. Under the new guidelines, the nominee of a parent-member who has the lowest annual basic salary will be given priority in the scholarship grant. The nominee must be a child of the member and an incoming freshman accepted in schools and courses accredited by the Commission on Higher Education. The scholar of the program will be entitled to the actual cost of tuition and miscellaneous fees not exceeding Php20,000 and a monthly stipend of Php2,000. next slide – GSIS partnership with DepEd on ADOPT A SCHOOL...

Luzon One of our corporate social responsibility projects for this year is our partnership with the Department of Education on the ADOPT-A-SCHOOL program where we will adopt schools located in the poorest areas of the country. As a pilot implementation, 17 schools will be adopted this year – 3 schools each in NCR, North Luzon and South Luzon; and four schools each in Visayas and Mindanao. next slide – extension of HLRRP

4/28/2017 Implemented a Housing Loan Remedial and Restructuring Program Condones all unpaid penalties, surcharges Grants extended payment terms Uses more systematic and orderly manner of accommodating interested borrowers (by appointment) Beginning August 1, 2013, GSIS housing loan borrowers can settle their arrears or update their housing accounts under the new housing loan restructuring program. The program is open to: (1) borrowers whose accounts are current or up-to-date; (2) awardees of accounts with cancelled deeds of conditional sale but are not yet sold; (3) accounts under foreclosure proceedings; (4) buyers of rights; and (5) heirs of deceased borrowers who will be able to meet the eligibility criteria and documentary requirements. Application for loan restructuring is accepted until end- December To avoid unnecessary waste of the member's valuable time and ensure they are properly attended to, applicants are entertained through appointments only (Metro Manila –  , and ; provincial offices ) (next slide – Restored benefits of 800,000 members through MOAs ) Maaasahan ng Lingkod - Bayan

18 Special Assistance Package for
Calamity-hit Members 4/28/2017 Loan Moratorium Program (LMP) Home Emergency Loan Program (HELP) Enhanced Emergency Loan Program (EEL) In November 2013, GSIS offered a six-month loan moratorium, for members and pensioners which deferred the payment for all their existing loans, until October this year; Emergency loan credit limit was increased from Php20,000 to Php40,000, as part of additional assistance to members and pensioners, who are either living or residing in the 172 areas severely damaged by typhoon Yolanda; Also waived the payment of 12 monthly amortization payment to renew loans, for these members. Beginning this January, a new loan window called the Home Emergency Loan Program or HELP was opened to members whose houses were damaged by Yolanda. At 6% interest rate, eligible members may borrow up to Php200,000 depending on their total length of service.  Next - GSIS is stable…

Total assets in 2013 stood at nearly Php786 billion, 7.4% increase over the Php732 billion recorded the prior year. Actuarial life is until 2047. Claims and benefits disbursed since 2010 increased yearly from 46B in 2010; 54B in 2011; 66B in 2012 and 83B last year. From January to May 2014, claims released amounted to Php30.8 billion, 19.8% increase compared to the same period in 2013. Next- ARTA rating… Actuarial life: 2047

With the completion of the 1st and 2nd batches of refund (of PIA) by the GSIS, there is a need to revisit the dataset on DepEd personnel previously excluded in these batch runs to determine if they are now qualified for refund of PIA. We also need to consider the DepEd personnel who continued to be deducted of PIA (for the period July 1997-December 2010) after the cut-off month of November 2012, totalling to 32,844 members as of March 31, 2014
