5 5 What we intend to do Describe: existing national situation, current innovation performance, the economic and institutional context and the related policy environment. Analyze: main factors that drive current innovation performance, problems and the relationship between innovation performance and existing policies. Recommend: policy actions and measures to improve innovation performance and capacity and address identified bottlenecks and problems.

6 6 What is the audience Policymakers are the core group. But also other innovation stakeholders (business, scientists) and the academic community The Review can: facilitate dialogue among stakeholders Increase the knowledge on innovation policies in transition countries

7 7 Types of recommendations Broader strategic considerations to be followed by more specific interventions Introducing new emphasis on existing policies or developing new ones New or changing instruments Carrying out assessments/evaluations as guide for future action Aims: raising awareness, developing networks, capacity-building, creation of institutions Decisions on implementation: Different timeframes Different options that can be explored, including through pilots Attention to sequencing and dependence between different measures Follow-up and capacity-building actions to support implementation From recommendations to actions

8 8 Policy and legal changes Kazakhstan: The Review was used as an input to the Concept of Innovative Development of Kazakhstan up to 2020 Strengthening the regional dimension of innovation Belarus: Broader concept of innovation in the law on state innovation policy Revamping of the system of public financing of innovation Capacity-building Memoranda of understanding with key partners on future activities (workshops, seminars, preparation of training materials) to support the implementation of recommendations Impact of previous Reviews

9 9 Timeline Main mission with international team: 9-15 September 2013 Preparation of first drafts: mid-October 2013 Submission of a complete draft to the Armenian authorities: mid- December 2013 Discussion in Geneva of the draft conclusions and recommendations at the eight session of CECI: February 2014 Redrafting of conclusions and recommendations Preparation for final publication Release as UNECE publication: spring 2014 Presentation at the seventh session of TOS-ICP: October 2014
