Objective of the Application Stage Collect, in a standardized manner, the essential data required to define: The program and service need(s) for the project The scope of programs and services proposed for inclusion in the project The range of organizations proposed for inclusion in the project Enable a data-driven assessment of the relative value of the project for Planning Grant funding recommendations 8

Complete Application Form Obtain Toolkit from EO and complete Maintain availability of Toolkit current version Develops/updates and distribute Toolkit current version to EO 2. Application Form Review Send completed Toolkit to EO Review and endorse or not endorse Application Review and recommend (or not recommend) for Planning Grant 3. Funding DecisionNA Provision of Planning Grant and approval to proceed to Stage 2: Business Case Application Form Steps and Decision Points NOTE: Where the ministry is the Endorsing Organization Steps 2 and 3 are combined

11. Conclusion of Application Stage Formal letter of Endorsement from Endorsing Organization Endorsement must contain management plan for any operational costs identified or anticipated in the Application Ministry acknowledgement that Application Form is complete 10
