Federal Aviation Administration History of Labor Relations | | | | 1835 1930 1960 1970 1990 2000 FDR signs Wagner Act & National Labor Relations Act - Establishing the right for private sector workers to organize and collectively bargain 1935 The "Panic of 1837" puts an end to the National Trades Union and most other unions; President Jackson declares the ten-hour day in the Philadelphia Navy Yard to quell discontent caused by Panic of 1837. 1962 President Nixon signs EO11491- permitting collective bargaining for federal employees. 1969 President Carter signs Civil Service Reform Act (The Statute) - creating OPM, MSPB & FLRA 1978 1993 Clinton signs EO 12871 – Mandating labor/management partnerships and requires negotiation of some management rights. President Obama signs EO 13522 – Mandating that management and labor collaborate to improve government. 2009 NHCFAE Briefing6 - 3 2001 President Bush revokes EO12871 | First federal government employee work stoppage occurs when workers at the Washington & Philadelphia Navy yards struck for a 10- hour work day and general redress of their grievances. 1835 - 1837 1837 President Kennedy signs EO10988 - bringing collective bargaining to the Federal workplace 1700 New York bakers quit work to protest local government setting the price of bread 1714

Federal Aviation Administration Birth of the ETR Before COO Russ Chew, we handled Labor Relation issues through the 540 branch in the Regional Office. When the ATO was formed, we established the Service Centers with Directors of Operation and Senior Advisors. The Directors quickly realized that the Senior Advisors were overwhelmed with Operational and Labor issues. In 2009, the ETR position was formed to take the Labor Relation issues. 6 - 6NHCFAE Briefing

Federal Aviation Administration ETR Role / Position Description The ETR position is a HQ’s job. HQ’s ETR’s deal with national issues and policy changes where the new policy affects BUE’s in the field. (policy that needs negotiation) Field ETR’s are assigned to each Director of Operation and are Liaisons between the Director and AHL (Labor & Employee Relations Office). ETR’s work and handle the LR issues for the Directors, along with many other things that affect those represented by Labor Organizations. 6 - 7NHCFAE Briefing
