2 Environmental Law Institute | Open Enrollment 2016 | Slide 2 Open Enrollment New plan year: October 1, 2016 – September 30, 2017 ELI is now considered a “small employer” under the Affordable Care Act, and as a DC employer, we are required to renew our medical plan through the Marketplace, “DC Health Link” (DCHL) All employees wishing to elect medical coverage must make elections through DCHL o Can elect coverage for yourself and your eligible dependents o Eligible dependents include your legal spouse or domestic partner and dependent children to age 26 o Current enrollees who wish to opt out of medical coverage will need to log in to DC Health Link to waive Elections are binding until the next open enrollment, unless you experience a qualified life status change Deductibles and plan limits will reset on October 1 2016 Medical Open Enrollment

3 Environmental Law Institute | Open Enrollment 2016 | Slide 3 Open Enrollment DC Health Link Plan offerings divided into four metal tiers - platinum, gold, silver, bronze 60% - 90% coverage in-network based on plan’s actuarial value Plans include pediatric dental and vision benefits (to age 19) Employer required to select a “reference plan” and base contributions on that plan ELI has selected “BlueChoice HMO Referral Gold 500” as the reference plan Employees may elect any CareFirst plan at any metal level; there are currently 53 plans to choose from If you “buy up” you will pay more If you “buy down” you will pay less

5 Environmental Law Institute | Open Enrollment 2016 | Slide 5 Insurance Terms Deductible: an amount of money the insured must pay out-of-pocket before the insurance policy will pay for eligible services Co-pay: a flat dollar amount the insured must pay for an eligible service Coinsurance: a fixed percentage of the cost paid by the insured for eligible services Out-of-Pocket Maximum: the maximum amount of money the insured will pay in deductibles, co-pays, and coinsurance, for eligible services during the plan year

6 Environmental Law Institute | Open Enrollment 2016 | Slide 6 Insurance Terms Plan Allowance: the maximum amount the insurance policy will pay for a specific health service Balance Billing: the difference between the insurance policy’s plan allowance and the provider’s actual charge for a specific health service. When using out of network providers, the insured is responsible for these costs and they do not count toward the deductible or out-of-pocket maximum. Reference Plan: plan selected by employer and used to set employee contributions. Employees may select any available option, however employee premium costs will change based on the plan option selected.

11 Environmental Law Institute | Open Enrollment 2016 | Slide 11 Enrolling via DC Health Link Go to www.dchealthlink.com and click the red “Get Started” under the Employeewww.dchealthlink.com Three steps to enroll will appear; click “Continue” to get started Enter your email address and create a password (minimum 8 characters), then click “Create Account” Set Up Your Account Step 1: enter your personal information and click “Continue” Step 2: DC Health Link will match you to your employer. Verify the employer information is correct, then click “Continue”
