Funds rent price subsidized housing for seniors, individuals with disabilities, low income working individuals and families. These consist of apartments that are subsidized through the tax credit program allowing for rents to be depressed for 15 years. Tax credits are bought and sold like commodities by specialists called Syndicators Each project must have a Lead Referral Agency

The Lead Referral Agency submits a plan to provide basic services (IL Services) to the tenants of each Affordable Housing complex. ◦ The Lead Referral Agency determines services and a service plan is developed. ◦ The Service Plan, along with the Development Plan, is submitted to MHDC for funding consideration. ◦ The Lead Referral Agency signs a long –term service contract with the developer to provide services fro a specified fee over the life of the contract. ◦ The Service Plan can be amended if needed.

DRA has In-Home consumers who receive nurse visits in the complexes DRA applied for a grant to bring value added medical services to all tenants in the complexes A MFH Mini-Grant was used to pilot the program. Services offered: ◦ Post Surgical Nurse Visits ◦ Diabetic, Congestive heart failure and COPD health education and follow along ◦ Health consultations upon request ◦ Twice yearly BP and blood glucose monitoring ◦ Short-term in-home assistance for non-Medicaid eligible

Use Cyber Access (Medicaid eligible ) to determine if healthcare costs go down for participants. Used documentation to apply and receive a grant to continue services from a major pharmaceutical provider. Services from the Lead Referral Service contract coordinated with Safe at Home activities

A HUD certification that provides access to multiple state and federal lines of funding for various types of affordable housing. ◦ This includes the affordable housing complexes and mix income single family home development. Additionally some funds can be used to renovate rental or single family homes for low income individuals. Missouri and HUD via the CDBG provide startup funding (HOME Funds) for a three year period while CHDO is organizing. ◦ DRA received $30K per year for three years.

CHDO Receives the Following: ◦ 10% Development fee paid by Developer approximately one year after fully occupied ◦ First right of refusal on 10%-20% of units designated as Special Needs ◦ At the end of 15 years the CHDO receives their share of the profit when their interest is sold ◦ CHDO may also be Lead Referral Agency with service contract Multi-Family Developments (Water Color, Richardson Ridge Villas, Desoto Central)

Building or renovating single family homes using tax credits to subsidize the sale price. Funding is available for closing costs and down payment assistance. CHDO Receives the Following: Between 10%-100% Development Fee (Depends on if a developer partners) 100% control over buyer selection – Can create own rules within eligibility guidelines CHDO can be Lead Referral Agency

CHOD can us a combination of tax credits and HOME Funds to restore existing homes. These homes can be made accessible when feasible. Homes are sold to low-income individuals. CHDO Receives the Following: Between 10%-100% Development Fee (Depends on if a developer partners) 100% control over buyer selection – Can make own rules within eligibility guidelines CHDO can be Lead Referral Agency ( Same as Mixed Income Single Family Homes)

Various mortgage companies give foreclosed single family homes to not-for profit organizations for free. These homes can be renovated using HOME Funds and all funds remain in the CHDO’s possession. All funds must be used to support affordable housing projects in the community.

These funds are designated for specific purposes such as utility assistance, rental assistance and mortgage assistance. United Way St. Louis also provides these funds through SEMA / FEMA
