IEEE 802.16p SRD Specifications SRD Section 6.2.8 [1] –The 802.16p system shall have the ability to distinguish between “normal power down” (e.g. associated with a voluntary power outage event) and “abnormal power down” (associated with an involuntary power outage event). A reporting mechanism is required for abnormal power down. –Specify the abnormal events, and the normal power down can be distinguished.

Problem Statement Last Gasp alarm [2] –Large number of smart meters transition from idle to active state in power outage. Notify the network that they have lost power. Insufficient ranging opportunity –960 VS 70000 access attempts per second [2] 32 initial ranging codes, 200 channels/second => 1% contention probability: 960 access/second 35K device/sector, 500ms access interval => 70000 access/second

Proposed Solution M2M_Abnormal_Outage ranging code –An code for abnormal outage reporting An indicator for abnormal outage If the ABS receive this code, the ABS is notified of the abnormal outage. –Then the ABS should allocate the ranging channel for M2M network entry. Especially for last gasp.

Advantages of the Proposed Solutions The ranging opportunities can be adaptively allocated. –The number of M2M network entry channels –Utilize the information of Number of users The ranging codes can be reused. –We may reuse the existing ranging codes in M2M network entry channel. No longer limited by the 32 initial ranging codes 256 codes, 200 channels => 51200 opportunities More ranging channels are available if the number of M2M network entry channels are increased.

Proposed Text 6.3.10.5 M2M Abnormal Power Outage Ranging –An MS may send M2M Abnormal Outage Ranging Code which is defined by Type X in Table 571 to notify the BS of abnormal power outage. –When the BS responds to an M2M Abnormal Outage Ranging Code, and PHY corrections are not needed, the BS shall reserve an M2M network entry channel, specified in the UL-MAP IE, in the next frame for the M2M network entry. –M2M MSs may send a ranging code from M2M Network Entry Ranging Code Set to perform M2M network entry 6.3.10.6 M2M Network Entry Ranging –TBD.
