5 VTSs implementation project For contribution of maritime safety in the Malacca - Singapore Straits, the Project for Enhancement of the VTS System was conducted from 2009 by the Japan’s (JICA: Japan International Cooperation Agency) Grant Aid. This Project was to establish VTSs (Batam VTSC and Dumai VTS Sub-C, Indonesia. “Batam” was completed in March, 2012 and at “Dumai “was completed in June 2016. JICA has been extending such technical cooperation as dispatching the 2 experts to Directorate General of Sea Transportation (DGST). They started “Project on Enhancing of VTS Management Capacity”. 5

6 “Project on Enhancing of VTS Management Capacity” - Difficulties applying the Recommendation V-103 In this Project, training of VTS operators of the VTSs was regarded as the most important issue. JANA was carried out the training over a four-year as JICA's project. Who or what should be improved? Administrations or NCA (National Competent Authority)? 1.Interest as the government's related to VTS, or a sense of responsibility is enough? 2.Potential capabilities of NCA and suitability of existing organization personnel? 3.Whether there is a need to rebuild the priority before the start of the training? 6

7 Training of Administration’s Top-leaders is “High priority”. Inheritance of know-how, the person in charge or the person responsible for the training.  In these countries, I think that they have received a similar development assistance from many countries.  Development assistance of Japan, called the ODA is often encountered similar support activities from other countries.  It is difficult to know the whole picture of these activities. This means that also difficult to create an effective training scenarios. If it is possible to know the administrative functions and practices of the country, it might be to facilitate the resolution of these problems. Who or what should it be improved? Administrations or NCA (National Competent Authority)? 7

8 In the context of the definition?  In accordance with SOLAS Chapter V Regulation 12 ‘Vessel Traffic Services’, IMO Resolution A.857(20) ‘Guidelines for Vessel Traffic Services’ and IALA Recommendation V-103 ‘Recommendation on Standards for Training and Certification of VTS Personnel’, It is the responsibility of the Competent Authority to accredit and audit VTS training organisations as well as approve VTS training courses.  V-103 excerpt from the Annex (1.1 General) The successful delivery of such services depends upon competent and experienced personnel to discharge the responsibilities of a VTS Authority. Recognizing that VTS personnel are members of a profession whose principle interaction is with mariners and maritime pilots for the safe management of maritime traffic, their competence needs to reflect that professional responsibility. 8

12 OPERATOR The key person in any VTS operation is the VTS Operator, who is responsible for establishing and maintaining a vessel traffic image, which will enable interaction with the vessel traffic. SUPERVISOR The VTS Supervisor is responsible for assisting, managing and/or co-ordinating the operational activities of the VTS Operators. MANAGER The VTS Manager is responsible for managing and co- ordinating the activities of the VTS centre. In some cases, a VTS Manager may have the responsibility for more than one VTS centre YOU WILL RESPECT YOUR NATIONAL AUTHORITY! VTS AUTHORITY! 12

13 By simply introducing a model course, the objective can not be achieved. It is described as follows in the V-103. 1.For VTS Authorities when recruiting VTS personnel (NCA!) 2.For model courses to establish a training programme on the specific knowledge and skill requirements necessary for qualification as a VTS Operator (NCA, Manager?) 3.To ensure that VTS personnel are trained and qualified to enable them to perform the tasks required (NCA, Manager?)) 4.To regularly assess VTS Operators ability to perform to established and recognized standards (NCA, Manager?) 5.For a structured career progression for VTS personnel (NCA, manager?) In order to smoothly apply the model course! Elements (Following 3 elements) that make it difficult to understand. 14 In order to the country's business is certified to the maritime community of the world, the IALA of WWA (World-Wide Academy) is that "training and capacity building to promote (Training and Capacity Building of IALA) activities model, IALA it is necessary to make the VTS operator training to obtain a certification of. At this time, the organization that has the ultimate responsibility is "the country's authorities have the authority," National Competent Authority (NCA). Training institutions are not only training assistants to work with the approval from the NCA 「 RECOMMENDS that National Members and other appropriate authorities, providing or intending to provide Vessel Traffic Services, use the IALA standard of training and the related model courses as the basis for the training and certification of VTS personnel. 」 (IALA recommendation V-103 Preamble) 14

15 In this paper, based on our experience mentioned above, we will present for some of the difficulties encountered applying the V-103 (Including Text Book). 1.Module 1--- Non-English language The difficulty of language learning in these countries that do not use English as the national language 2. Module 2--- Difficult to grasp local regulations basis of VTS operation. (For instructor) 3.Module 7--- Difficult to grasp subtle difference in interpersonal relationship. (For instructor) 4.Module 8 --- Unable to grasp roles of the Administrative organization. (For instructor) 5.Potential capabilities of NCA and suitability of existing organization personnel. etc. (Area of expertise) 15

16 MODULE 1 – LANGUAGE and MODULE 5 – COMMUNICATION CO-ORDINATION These two modules, each other have a relevance. As basic English conversation and the IMO Assembly resolution Res.918 "IMO Standard Marine Communication Phrase" Text, should be entrusted to lecture to the language centers that exist in these countries (or local area). In addition to the Maritime English lecturer, the trainees must have basic English teacher. For a better understanding, the use language and text book it is desirable that combination of English and their native language. MODULE 3 – EQUIPMENT and MODULE 6 - VHF RADIO These two module is related to the operation equipment primarily. The text book editing of these modules is a need for the latest knowledge. (Cooperation of VTS equipment manufacturers is ideal.) 16

17 MODULE 4 - NAUTICAL KNOWLEDGE This module is composed of two areas of the chart knowledge and ship operations. It is necessary to divide into two for different expertise is required 4 (a) and 4 (b), respectively as follows. MODULE 4(a) Knowledge of Nautical Chart: Experts we have adopted: Japan Hydrographic Association (JHA) MODULE 4(b) Knowledge of Ship Operation Experts we have adopted: Tokyo University of Marine Science and Technology. This university was established with a merger of two national universities, namely, Tokyo University of Mercantile and Tokyo University of Fisheries THE World's Best Small Universities Ranking2016 17

18 MODULE 2 - TRAFFIC MANAGEMENT, MODULE 7 - PERSONAL ATTRIBUTES and MODULE 8 - EMERGENCY SITUATIONS These three modules, operational rules, procedural, related to each other. The country's laws regulations, organization, it is essential to prior consultation with the profession to be familiar with the Code in affairs under the jurisdiction. Module 8: Comply with local, national and international regulations This element concerns the ability of VTS Operators to be aware of and comply with local, national and international regulations relevant to emergency situations in the VTS area. Recognise the various types of emergencies that may arise in a VTS area. These may include, but not be limited to the following: Collision, Grounding, Environmental Pollution, Fire Emergency involving, hazardous cargoes, SAR incidents and Other special circumstances. 18

19 Conclusion This presentation is not intended to describe particular country. In the VTS operator training in developing countries, to know the functions of government agencies of the country is important. For this purpose, it is necessary to have sufficient meeting time with the VTS authorities. We are going to take advantage of other presentation related to this topic (mentioned at the beginning).
