7 Implementation as of 24.06.2015  Outcome 1: Reconstruction of building complex owned by the Ministry of Justice in the region of Debelt village for use as a new prison hospital to the Burgas prison, with a total capacity of 450 inmates, supplying with the necessary equipment and furnishing of the persons accommodated.  Budget: 2 194 000 euro  Investment design project complete;  Selected construction contractor;  Building site started.  Upcoming:  Construction works – 180 days’ term;  Procurement for equipment and furnishing.

8  Outcome 2: Renovation and modernization of prison hospital at Razdelna village, part of the Varna prison, supplying with the necessary equipment and furnishing.  Budget: 866 471 euro  Investment design project complete;  Selected construction contractor on 04.12.2014;  At the moment the selection of contractor is being appealed.  Upcoming:  Contracting the selected construction company;  Construction – 120 days’ term;  Procurement for equipment and furnishing.

9  Outcome 3: Renovation and modernization of the Training Centre of the General Directorate “Execution of Sentences” in Pleven, supplying with the necessary equipment and furnishing.  The activity has been completed.  Total costs of construction, delivery of equipment and furnishing - 312 467,26 euro

14  Outcome 4: Building new investigative detention facility and probation service on the basis of reconstruction of a building – ex-military barracks in Shumen, supplying the necessary equipment and furnishing.  The activity has been completed.  Total costs of construction, delivery of equipment and furnishing – 1 231 142,33 euro

18  Outcome 5: Renovation and modernization of the hospital and kitchen block in the hospital department of the Lovech prison, supplying the necessary equipment and furnishing.  Budget: 360 000 euro  Investment design project complete;  Selected construction contractor;  Selected contractors for delivery of equipment and furnishing;  Construction works completed in the kitchen block and first floor of psychiatric dept.  Upcoming:  Accepting the construction work done in the psychiatric dept. until 10 July  Delivery of equipment and furnishing;  Expected to complete activity by 31.07.2015

19  Outcome 6: Renovation and modernization of medical centre at the Sliven prison, the only female prison in Bulgaria, and supplying with equipment and furnishing.  The activity has been completed.  Total costs of construction, delivery of equipment and furnishing – 97 277,30 euro

24  Outcome 8: Renovated prison hostel of closed type Atlant to the Lovech prison  Budget: 212 270 euro  Investment design project complete;  Selected construction contractor;  Upcoming:  Construction works for 60 days – after launching use of kitchen in the prison hospital;  Starting procurement for equipment and furnishing;  Expected completion of activity until 1.11.2015

25  Outcome 9: Renovated corp of the Stara Zagora prison  Budget: 470 670 euro  Selected construction contractor.  Upcoming:  Starting the building site;  Finishing construction work in 100 days.  Expected completion of activity until 1.11.2015

26  Outcome 10: Design, renovation, equipment and furnishing of new kitchen block in Burgas prison  Budget: 216 805 euro  Investment design project complete;  Committee for selection of construction contractor working until 10 July 2015;  Upcoming:  Contracting and building – after the contractor has been selected without appeals;  Procurement for equipment and furnishing.

27 Procurement procedures held  Since the start of the project the team has held 32 procurement procedures, of which 2 are still ongoing.  Upcoming: holding 5 procurement procedures for delivery of equipment and furnishing, two of them ongoing.

28 Risks in implementation of the project  Complex project in which starting procurement depends on the results of previous contracts;  Delay in procurement – complicated procedures with long-lasting appeals;  Financial risks – limited security of financial resource, delay or relocation and approval, delay of verification;  Delay in contracts;  Insufficient administrative capacity of the project promoters.

29 Real delay  Complex projects in which starting procurement procedures depends on results from previous contracts.  Delay in starting construction because of delay in design contracts.  - Activity 1 Debelt;  - Activity 2 Razdelna.

30 Real delay  Procurement delay – complicated and long-lasting procedures, possibilities for appeal.  Appeal of procurement for design  - Activity 1 Debelt – delay of 180 days;  - Activity 2 Razdelna – delay of 180 days.  Appeal of procurement for construction  - Activity 2 Razdelna – delay of more than 200 days.
