4 Program Year 2016 Annual Action Plan Anticipated Entitlement is $356,324. 8% Increase from PY2015 Public Services are capped at 15% of the allocation which is $53,448. Administration is capped at 20% of the allocation ($71,264).Staff is recommending an allocation of 19% which is $65,500. Fair Housing and Consolidated Planning activities are included

5 Application Process Qualified participants were invited to submit a full application. 6 Application Process Projects were assessed on the following: Goals and outcomes of the project. The need the project addressed. How the organization plans to carry out the project. The capacity of the CDBG Administrator to manage multiple projects The capacity of the organization to carry out the project. Non-Public Service projects that were ranked below the funding threshold but were otherwise good projects were added as alternate projects.

7 National Program Goals and Objectives National Goals of CDBG Program Provide decent, safe, and sanitary housing. Provide a suitable living environment. Expand economic opportunities National Objectives of CDBG Program Benefit low-moderate income persons. Aid in the prevention or elimination of slums or blight. – Update Meet an urgent need.

8 City Consolidated Plan Strategies and Objectives Strategy No. 1 (Affordable Housing): Improve access to affordable housing opportunities for Meridian Residents. Objective 1.1: Address the need for affordable decent housing by supporting a down payment assistance program for qualifying households. Strategy No. 2 (Suitable Living Environment): Support services, programs, and projects for the city’s LMI residents, including persons with special needs and residents at-risk of homelessness. Objective 2.1: Support public service activities that serve the city’s LMI residents. Objective 2.2: Invest in public facility improvements that serve person with special needs and low income residents, as well as public facility improvements located in the city’s LMI areas. Strategy No. 3 (Economic Opportunities): Improve economic opportunities in the city’s LMI areas. Objective 3.1: Support public service activities that provide employment training or job creation/retention for the city’s LMI residents. Objective 3.2: Invest in public facility improvements or activities in the downtown area that address one or more of the conditions which contributed to the deterioration of the area.

9 Public Service Applications Four applications submitted for a total funding request of $64,500. Available funding for Program Year 2016 is $53,448. (-$11,052) Scoring Committee recommends funding in the following ways for three of the submitted applications.

11 Public Service Note Issue: Previous program years have see public service project fail to drawn down their allocation completely. Recommended solution: Reallocate unspent public service dollars to an agency that we know has the capacity to expend. E.g.: Meridian Food Bank

Plan summary available online and in hard copy at City Hall. August 9, 2016: Public Hearing on Annual Action Plan. Obtain council approval. August 10 2016: Submit Draft to HUD for review.
