9 Initial UCX Modernization Goals:  Automated Claims: To automate the UCX initial claims process, which will include the notice of claim filed, notice of claim establishment and the capability to electronically respond to a UCX claim.  Automated Billing: To automate the Quarterly Detailed Benefit Payment Data process, which will include electronic submission of UCX billing and electronic response to contested charges. 9 UCX Modernization Goals Diane Carpenter

10 State Input: Over the past 4 months the following States, as members of the UCX Modernization work group, have provided valuable input and expertise in the following processes.  Automated Claims: New Hampshire, Wisconsin, and the District of Columbia  Automated Billing: New Hampshire, Nebraska, and Georgia. 10 UCX Modernization State Input Diane Carpenter

11 State Benefits: The States hope to see the following benefits come out of UCX Modernization.  Exchange information electronically over a secure environment  Notify the Military employer more quickly  Minimize errors  Heighten UCX Integrity  Help stop many erroneous benefit payments  Reduce Staff Time costs  Reduced postage costs 11 UCX Modernization State Benefits Diane Carpenter

12 Food for Thought: Continued UCX Impacts on Military Employers.  Over the last five years, the additional EUC08 payments did not impact the federal military employers’ budget  UCX quarterly costs may continue to be high, compared to pre-great recession years, as more servicemembers exit  Regular force reduction over the next few years  Ending the War in Afghanistan 12 UCX Modernization outstanding issues Diane Carpenter

13 Military Inputs  All branches of the military had input on the Claims and the Billing applications. Military expected Benefits  Less burdensome Veteran re-employment & transition  Identification of “at risk” populations (Long-term UCX recipients)  Cost reductions and improved fiscal controls  Increased system efficiencies – Reduce ineligible claims – Streamline delivery of DD-214 – Faster responses to notifications and quarterly bills – Protection of Personal Identifiable Information (PII) 13

14 Costs  Fiscal year 2012: $928,225,000  Fiscal year 2011: $936,728,000  Fiscal year 2010: $872,204,000  Fiscal year 2000: $167,863,000 Audit Capabilities  Track charges and credits based on notifications and detailed benefit data  Fiscal controls in place to ensure payments to USDOL are timely and proper (good stewardship of tax payer money)  Identify potential weakness and develop ways to correct – DD214, Training, Lessons Learned, Best Practices, etc. 14 DoD UCX costs & Audit Capabilities Commander Kirsten Martin

15 Functionality  Collaborative approach between DoD, DOL, and the States to improve the UCX system  Operate under a win-win-win-win mindset – DOL, States, DoD, and Ex-Servicemembers  Faster response times – State notifications & Military replies – Payments to ex-Servicemembers  Faster re-employment of ex-Servicemembers 15

16 Improvements  Cost Savings – Printing and postage costs – Reduce the need for re-work and adjudication  Integrity of Claims and Billing – Earlier identification of potential ineligible claimants – Faster detection of potential fraud  Protection of PII – Reduced snail mail transmittal of SSN/Personal data by DoD and States – Upload and download of quarterly billing statements. 16

17 What do we call it? The Military-State Data Exchange System (MSDES)  An online system that will make the UCX process faster and more reliable  The system will grow as functionality is added  Claims and Billing are just the first, logical steps  Claims and Billing each have their own applications 17 UCX Modernization Web Application Stephanie Garcia

18 MSDES Functionality What does it do?  Daily uploads of Type 1, Type 2 and Type 4 reports  Three electronic forms (allowing attachments) for communication between the States and the Military  Batch upload and download capabilities  Search capability by SSN  Provides an uniform format and standardized delivery of reports 18

19 Military-State Data Exchange Claims (MSDEC) Claims Processing  Automated claims information exchange will be called MSDEC  Prototype of the MSDEC is completed  Next step, Pilot the prototype (we need volunteers)  Scheduled initial operating capability 12/30/13 19 UCX Modernization: MSDEC Stephanie Garcia
