Commercial Process Eskom’s tender process consists of the following stages: This is a non-compulsory clarification session. The validity period is 180 working days from tender closing date. Evaluation Methodology 5 PPPFA evaluation methodology will be applied. The first evaluation will be done on commercial for basic compliance of tender returnables. Refer to page 6 of the RFP document. Second phase evaluation will be done on functionality. Responses will be evaluated for functionality based on achieving a minimum threshold of 85%. Tenderers need to score the minimum threshold of 85% or more to qualify for the next stage of evaluation. The second phase evaluation will be conducted on pricing and B-BBEE as follows: 51% Black owned entities or JV’S Element%WeightingThreshold Technical70%85% Quality30%100% Evaluation CriteriaScore B-BBEE10% Pricing90%

6 NOTE: Tender Details All tender returnables need to be submitted with the tender to be responsive for evaluations The tender response shall be submitted as in 3 copies: one (1) printed original, one (1) copy of the original and (1) electronic copy in a form of CD or memory stick in a readable format. The CD and or memory stick must be clearly labelled with supplier name. Failure to submit the copy of the original submission will disqualify the bidder from being evaluated. Each section of the tender response file must contain its own folder. E.g. (a) Commercial (b) Technical (c) SHE (d) Quality (e) Financials. The place for delivery of the tender is Eskom’s Tender Box located at ESKOM HOLDINGS SOC LIMITED 1 MAXWELL DRIVE MEGAWATT PARK Sunninghill Main Reception Tender Office ( Next to the waiting area) The Tender Box is accessible from 06:00 to 18:00 The Tender Office hours are from 08:00 to 12:30 and thereafter 13:30 to 16:15 (Monday to Friday only). Tender closing date: 10h00 on 28 August 2015

SHE Requirements for Evaluation SHE Plan: It must cover the scope of work as per tender. Letter of good standing: Submit a valid one by the closing date of the tender. Hazard Identification and Risk Assessment: Rate the risk before and after preventative measures, Risk assessments relating to Configuration management services. Fall Protection Plan: Identify risks of falling including mitigation measures. SHE Incident Management: How are you going to manage your incidences on site (near misses, first aid, medical etc.) Reporting structure. 16

SHE Requirements cont. SHE Policy: This is your statement of intent and showing commitment and compliance. It must be signed by the CEO. Emergency Preparedness Plan: What plan is there in cases of an emergency. How do you handle those emergencies? Competency certificates: These are critical. We would like to see proof of training certificates, CV’s showcasing experience in similar job(s) conducted for Configuration/ Document management. Etc. Responsibility and Structure: This is an organogram for the company showing where the SHE person is linked for reporting. 17
